<br />Commission Minutes--September 16, 2002 2509 <br /> <br />8. CONTRACT APPROVAL, Bergstrom Electric <br />r- MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to approve the <br />following contract submitted by respectiye department head, subject to <br />state's attorney approval, and authorize the chairman to sign: Bergstrom <br />Electric, Inc. for electrical work not covered under warranty at the new <br />Cass County Jail. On roll call vote, the motion carried unanimously. <br /> <br />9. PERMIT FOR SPECIAL EVENT, Approved for The Bowler <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to approve a special <br />event permit submitted by The Bowler for a wedding reception at <br />Bonanzayille on September 28, 2002, from 6:30 PM until approximately <br />12:30 AM. On roll call vote, the motion carried unanimously. <br /> <br />10. BUDGET, Public hearlnq on 2003 county budqet <br />Michael Montplaisir, County Auditor, said a public hearing was advertised for this date, time <br />and place to allow for public input on the 2003 Cass County budget. He provided a budget <br />summary to the commissioners showing actions the board has taken up to this point. <br /> <br />The chairman opened the public hearing and called three times for input on the 2003 <br />county budget. No one asked to address the board at this time, and the chairman declared <br />the public hearing closed. <br /> <br />,..... <br /> <br />Commissioners were in agreement to schedule the next budget meeting for September 23, <br />2002, at 3:30 PM in the Commission Room, Cass County Courthouse. Mr. Wagner said <br />the Fargo Cass County Economic Development Corporation is meeting on September 18th <br />and should reach a decision concerning the pilot skills development project. Mrs. Sorum <br />said the City of Horace is also meeting September 18th to decide on contract policing. <br />Those are the oniy two items left for commission consideration in next year's budget. <br /> <br />11. <br /> <br />JAIL CITIZENS' COMMITTEE, Request for moratorium on demolition of the old Cass <br />County Jail and Sheriff's Residence <br />John Strand. Editor of the High Plains Reader newspaper, was present as spokesman for a <br />citizens' group interested in saving the old Cass County jail and sheriffs residence from <br />demolition. There were about 20 citizens in the audience for this agenda item. Mr. Strand <br />presented a "Resolution to Establish a 24-Month Moratorium on the Destruction or Removal <br />of Historic Landmarks Commoniy Called the Cass County Jail and Sheriffs Residence" and <br />said it was being presented under Article 3 of the Home Rule Charter. He said the group is <br />calling for the county's use of these historic buildings, and not for any other interest or use. <br /> <br />r- <br /> <br />Nick Schuster, county commission candidate, said he supports the 2-year moratorium on <br />the old jail and sheriffs residence. He said he is not comfortable with the board's opinion <br />that demolition is the most cost-effective option. He does not see an overwhelming need to <br />demolish the buildings immediately and, as a potential member of this commission, <br />suggested leaving the decision to the future board members. <br /> <br />Jeannette Stanton supported passage of the resolution granting a 2-year moratorium and <br />agreed with Mr. Schuster's comments about two commissioners being gone after the <br />November election. <br />
