REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />MARCH 26, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll <br />call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of <br />the previous be approved as written. Motion carried. <br />Mr. Dick Reis, Director of the SHAPE Wellness Center of St. Luke's <br />Hospital /Fargo Clinic, appeared before the Board to propose that the <br />County Commission consider offering a payroll deduction for County <br />employees who wish to stop smoking by participating in the Smoke <br />Stoppers program. Mrs. Stanton moved and Mr. Sondrall seconded that <br />the Administrative Assistant conduct a survey of County employees <br />who smoke to see how many would be interested in the Smoke Stoppers <br />program and advising them that it may be available on a payroll <br />deduction basis. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs Stanton seconded that Robert Hoy, States <br />Attorney, be authorized to hire Mark Boening, effective April 1st, <br />at an annual salary of $25,000.00 subject to the approval of the Salary <br />Review Committee. On roll call vote, the motion carried unanimously. <br />Robert Hoy also requested permission to make adjustments in the <br />salaries of the four present Assistant States Attorneys due to <br />reallocating duties and responsibilities within the office after the <br />resignation of Bruce Quick, senior Assistant States Attorney. This <br />matter will be referred to the Salary Review Committee and placed <br />on the Commission agenda for next week. <br />Discussion continued on a policy for closing County offices in <br />the case of inclement weather. Mr. Wieland felt that there are times <br />when County offices must be closed, but the Commission needs to address <br />the question of who makes the determination and whether the employees <br />will be expected to take annual leave or be allowed to make up the <br />time. The Chairman suggested that each Commissioner write down their <br />ideas on adopting a new policy, and to discuss the matter again next <br />Tuesday. <br />Discussion continued on paying County employees twice per month <br />instead of monthly. Mr. Eckert stated that a survey was made in the <br />Social Services Department, and a majority of the employees favored <br />being paid once per month as at the present time. Other Commissioners <br />consulted individual employees and a majority of them seemed to favor <br />the present method. Mr. Wieland moved and Mr. Eckert seconded to <br />rescind the Commission' s motion of August 29, 1979, stating that County <br />employees should be paid twice per month. On roll call vote, the <br />motion carried unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded to declare that <br />an emergency situation existed when water entered the electrical <br />system in the north addition of the Courthouse causing a power outage, <br />
