REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JANUARY 8, 1985 <br />Chairman Larson called the meeting to order and upon roll call, <br />all members were present. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Mr. Jon Ness from the Fargo- Moorhead Metropolitan Council of <br />Governments introduced Mrs. Becky Balk, and he stated that the Cass <br />County Planning Commission recommended this morning to hire her as <br />part -time County Planner. $5,000.00 was appropriated in the 1985 <br />County budget. She would be located in the Metropolitan Council of <br />Governments office, and they would be furnishing about $3,000.00 worth <br />of technical assistance. Mr. Eckert moved and Mr. Sondrall seconded <br />to approve the hiring of Mrs. Becky Balk as part -time County Planner <br />for 1985. On roll call vote, the motion carried unanimously. She <br />will begin work on January 14th. <br />Mr. Eckert and Mrs. Stanton seconded that the Chairman be <br />authorized to sign the advertisement for bids for annual Road <br />Department supplies. On roll call vote, the motion carried <br />unanimously. <br />A delegation was present from the Prosper area and presented <br />petitions with 110 signatures requesting County Road 22 to be graded <br />and blacktopped from County Road 17 approximately 5 miles west. <br />Spokesmen for the group were Ken McIntyre and Charles Bowman, Board <br />Members of the Prosper Elevator. Mr. McIntyre stated that the Prosper <br />area is prepared to furnish the right of way for this road without <br />cost to the County. He stated that there are about 2,100 trucks per <br />year traveling on that road. Steve Grindberg, County Road <br />Superintendent, stated that work will being on the 1986 proposed road <br />program in the next two weeks. It is not known at this time whether <br />this stretch of road will be scheduled on the 1986 program. <br />Mrs. Stanton moved and Mr. Wieland seconded to receive and file <br />the petitions to grade and blacktop County Road 22 west of County <br />Road 17, and that they be referred to the committee which will be <br />setting the priorities for the County road projects. On roll call <br />vote, the motion carried unanimously. <br />The Commission discussed hiring a County Engineer. Mr. Larson <br />suggested waiting until the Task Force on the County Government Study <br />begins. Steve Grindberg felt that the County does need to hire an <br />engineer, but he stated that the County will still have to let contracts <br />for design engineering on bridge projects but there will be Federal <br />reimbursement. The Chairman asked Mr. Grindberg to see how much the <br />County spent during 1983 and 1984 for engineering services. <br />Mrs. Stanton moved and Mr. Eckert seconded that Chairman Larson <br />be authorized to sign a letter to the Farmers Home Administration <br />
