On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to pay the $100.00 per month <br />bill to Dakota Programs, for computer programs and maintenance, on a semi annual <br />basis rather than monthly. The motion carried on roll call vote with four members <br />voting "Aye" and Mr. Larson opposing. <br />Mrs. Stanton moved and Mr. Wieland seconded that the Chairman and Auditor <br />be authorized to sign County Deeds to the previous owners in the City of Ayr <br />and property in the City of Fargo, which were on the November, 1984, tax sale <br />list. On roll call vote, the motion carried unanimously. <br />Correspondence was received from the States Attorney, Robert Hoy, from <br />the Office of the North Dakota Attorney General and from the Office of Management <br />and Budget in Bismarck regarding Community Development Block Grant funds. <br />Robert Hoy is of the opinion that Cass County does not have the statutory authority <br />to enter into a loan with the Kindred True Value Hardware under the Community <br />Development Block Grant program. Even if legislation were enacted to provide <br />for the necessary authority, Mr. Hoy does not believe the constitution will <br />allow it. He stated that he has discussed the matter with the attorney for <br />the Kindred True Value Hardware, and the Commission suggested that Mr. Hoy prepare <br />a letter stating the County's position at this time. <br />Mrs. Stanton moved and Mr. Sondrall seconded that R 0 Elevator Company <br />be authorized to conduct a special code required test on the old elevator in <br />the Courthouse at a cost of $210.00. On roll call vote, the motion carried <br />unanimously. <br />On motion by Mr. Eckert and seconded by Mrs. Stanton, the meeting was <br />adjourned. <br />
