<br />Representatives of the Fargo Community Health Department appeared at the Board's request to review iBudget request for
<br />the contract with the City of Fargo for public health services, and regarding their budget estimates fOrt 'Fargo Community
<br />1985. Health reviewed
<br />
<br />Mr. Lance Yohe and Mr. Craig McEwen appeared before the Board representing The International I he International
<br />Coalition for Land/Water Stewardship. Information was handed out for each Commissioner to review, and a oalition presentation
<br />request was made that Cass County contribute $1,000.00 per year to support The International Coalition.
<br />Mr. Wieland suggested consulting with Cass County water resource board members before making a decision
<br />on- a contribution.
<br />
<br />The Commission received a letter from Robert Hoy, States Attorney, regarding budget discussslons on
<br />the possibility of combining the Disaster Emergency Services Department with the County Sheriff's
<br />Department.
<br />
<br />A letter was also received from the States Attorney regarding salaries of the members of the Cass
<br />County Special Assessment Commission. He questioned making the salaries retroactive to the first project
<br />, which was completed since those total assessments have already been spread. However, the County Auditor
<br />stated that there would be money in the project funds, under administrative expense for the County, to
<br />cover the salaries for this first project.
<br />
<br />Scott Krueger, Administrative Assistant, gave a report from Johnson Controls on the heating and
<br />cooling system at the Annex building. Mr. Wieland moved and Mr. Larson seconded to authorize Johnson
<br />Controls to proceed with necessary work. On roll call vote, the motion carried unanimously. -
<br />
<br />Further discussion was held on the 1985 County Budget. A Special Meeting of the Board of Cass
<br />County Commissioners was set for 8:00 A.M. on Monday, October 1, 19811, to adopt the Final Budget.
<br />
<br />Mr. Larson stated that he asked Scott Krueger to figure out how much money would be raised if the
<br />County Commission were to levy II mills on the property in Cass County which is not presently paying an
<br />airport tax levy. He stated that $85,000.00 would be generated by such a levy, and this could be
<br />contributed to the Fargo Airport Authority for 1985. Discussion was held after which Mr. Larson moved to
<br />levy II mills for 1985 on the property in Cass County not presently being taxed for an ai rport authority.
<br />The motion failed for lack of a second.
<br />
<br />Chairman Stanton read a letter from the Heritage/Hjemkomst Center requesting the Board to
<br />re-consider their request for financial assistance from Cass County. The Board maintained their original
<br />position on the request.

<br />On motion by Mr. Larson and seconded by Mr-. Eckert, the meeting was adjourned.

<br />SPECIAL MEETING OF CASS COUNTY COMMISSIONERS
<br />OCTOBER 1, 19811

<br />Chairman Stanton called the Special Meeting to order at 8:00 A.M. with four members present, Ray
<br />Larson being absent.
<br />
<br />The purpose of the meeting was to approve the Final County Budget for 1985. The Commission was
<br />informed that the Salary Committee, consisting of Department Heads, has been meeting extensively. The
<br />I final decision on salary increases will rest with the County Commission.
<br />
<br />Alton Johnson, Buildings and Grounds Superintendent, reported that something needs to be done
<br />about the cool temperatures in the Juvenile Justice Center due to the new boiler not being ready for
<br />operation at this time. Portable heaters have been installed in the detention center, but the administrative
<br />offices need temporary heaters also. Alton Johnson was asked to obtain prices on renting heaters, and that
<br />was found to be $21.00 per week per heater. The Commission will obtain prices on purchasing heaters and
<br />determine the number that would be needed. A suggestion was made to hold Juvenile Court hearings in the
<br />Commission Room at the Courthouse, when it is available, instead of heating the Courtroom in the Juvenile
<br />Center.

<br />Mr. Wieland moved and Mr. Sondrall seconded to adopt the 1985 County budget as finalized. The
<br />motion carried on roll call vote with all members present voting "Aye".
<br />
<br />Mr. Eckert moved and Mr. Wieland seconded to adopt the following Resolution For Increased Levies:
<br />The motion carried on roll call vote with all members present voting "Aye".
<br />
<br />WHEREAS, the governing body of Cass County approved a budget for the operation of the functions
<br />of government; and
<br />
<br />WHEREAS, the budget results in an increase in the dollar amount to be levied as an ad valorem tax
<br />oyer the previous year; and
<br />
<br />WHEREAS, House Bill 1053, as passed by the 48th Legislative Assembly, requires the governing body
<br />to pass a resolution specifically approving such an additional levy;
<br />
<br />THEREFORE, BE IT RESOLVED, that the governing body of Cass County specifically approves an
<br />increase or additional ad valorem levy in the following funds: County General, County Poor, County
<br />Highway and Ambulance Service.
