Discussion was also held with Robert Hoy, States Attorney, on progress of the <br />department heads who are working on a change in the County's pay scale. He stated that the goal is to <br />bring objectivity and fairness to the pay scale, and the committee hopes to have a new system by the end <br />of 1984. <br /> <br />The Chairman declared the meeting recessed until 1: 00 P.M. today for further budget review. <br /> <br />RECESSED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />SEPTEMBER 18, 1984--1 :00 P.M. <br /> <br />Chairman Stanton called the Recessed Meeting to order at 1 :00 P.M. with all members being present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to put a figure of a 4% increase in the salaries line item <br />for 1985 with individual employee salary increases to be decided on or before December 1, 1984, after the <br />Salary Committee completes their work. However, after further discussion Mr. Larson amended his motion <br />and Mr. Eckert seconded the amended motion to put a figure of a 5% increase in the salaries line item of <br />the 1985 Budget with individual salary increases to be decided later. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to decrease the extra-ordinary outlay levy to <br />$147,560.00, or approximately 1. 19 mills on the 1984 taxes Instead of 3 mills. Discussion followed and at <br />the call for the question, the motion carried on roll call vote with four members voting "Aye" and <br />Mr. Eckert opposing. <br /> <br />Discussion was held on the request for funds for the Heritage-Hjemkomst Center to be constructed in <br />Moorhead, Minnesota. The Commission feels this is a very commendable project but did not feel they could <br />justify contributing County tax dollars. Mr. Eckert moved and Mr. Larson seconded that Cass County not <br />contribute to the Heritage-Hjemkomst Center. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to appropriate $25,000.00 to the Fargo-Cass County <br />Industrial Development Corporation in the 1985 County Budget. On roll call vote, the motion carried <br />unanimously. <br /> <br />The Chairman requested Scott Krueger, Administrative Assistant, to prepare the budget changes in <br />writing as discussed today and mail them to the Commissioners for their review prior to the next meeting. <br /> <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY_ COMMISSIONERS <br />SEPTEMBER 25, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign an easement <br />with the Bu rllngton Northern Rail road Company for County Road Department construction on County <br />Road 3 east of Buffalo. On roll call vote, the moUon carried unanimously. <br /> <br />Mr. Sondrall moved and Mr. Wieland seconded that the Chairman be authorized to sign the <br />agreement with the North Dakota State Water Commission for reimbursement on secretarial services for <br />the State Water Commission Engineer's office in the County Road Department building at the rate, of <br />$100.00 per month with payment being made to the County Road Department. On roll call vote, the <br />motion carried unanimously. <br /> <br />Steve Grindberg, County Road Superintendent, reported that Border States Paving Company and <br />Northwest Distributors are operating business establishments along County Road 20 north of Fargo where <br />the load limit was recently reduced to 65,000 pounds instead of 73,280 pou.nds. The Commission discussed <br />granting special permits for these two business establishments but referred the matter to Mr. Grindberg <br />and Commissioner Eckert. <br /> <br />Upon the recommendation of Sheriff Don Rudnick, Mr. Wieland moved and Mr. Larson seconded to <br />increase the fee for board and room forout-of-county prisoners to $40.00 per day; to,..increase the board <br />and room for Federal prisoners to $40.00 per day; and to establish a booking fee for all prisoners of <br />$10.00 for each time they are booked into the County Jail. On roll' call vote, the motion carried <br />unanimously. <br /> <br />Discussion was held with Sheriff Rudnick on his request that the County contribute the same <br />amount that it is already contributing to the North Dakota Public Employees Retirement System for those <br />employees who are not on the State plan but would like to be on the NaUonal Association of .Counties <br />Deferred Compensation Plan. This will be considered .at the time that the budget is, finalized. <br />
