<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />SEPTEMBER 18, 1984--9: 15 A.M.

<br />Chairman Stanton called the meeting to order and upon roll call, all members were present.
<br />
<br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.

<br />Steve Grindberg, County Road Superintendent, reported on several road matters including reducing
<br />the speed limit to 35 miles per hour on County Road 20 for one mile west of County Road 17; and
<br />lowering the load limit to 65,000 pounds on County Road 20 from Interstate 29 to the Red River.
<br />
<br />A copy of a letter from Ken Pawluk was referred to Steve G rindberg concerning their request of
<br />September 11, 1984, for paving County Road 20 between County Road 17 and County Road 11.
<br />
<br />Mr. Larson moved and Mr. Eckert seconded that Deanna Kensrud, Register of Deeds, be authorized
<br />to purchase a one-year maintenance agreement for Bell & Howell microfilming equipment in the amount of
<br />$2,143.00. On roll call vote, the motion carried unanimously.
<br />
<br />Ruth Hellem, Clerk of District Court, appeared before the Board to request permission, to hire one
<br />additional full-time filing clerk/typist due to increased paper work in her department. The matter will be
<br />considered further during 1985 budget review.
<br />
<br />Sheriff Don Rudnick appeared to request the Board's consideration on establishing a booking fee of
<br />$10.00 for prisoners admitted to the County Jail. Also, Sheriff Rudnick recommended increasing the
<br />Federal contract for board and room to $35.00 or $110.00 per prisoner per day. This will be determined
<br />prior to contract renewal at the end of this year. The Commissioners requested the States Attorney to
<br />determine the legality of a booking fee and whether the fee could be charged against the prisoner or the
<br />political subdivision who Is responsible for the prisoner.

<br />Attorney Karen Klein was present and stated that there were no protests and no objections on the
<br />assessments that were spread for the Holmen's 2nd and Holmen's 3rd Subdivisions Street Improvement
<br />District. Mr. Eckert moved and Mr. Larson seconded to adopt the RESOLUTION CONFIRMING
<br />ASSESSMENT LIST IN STREET iMPROVEMENT DISTRICT 1983-1 (HOLMEN'S 2ND SUBDIVISION) and the
<br />RESOLUTION CONFIRMING ASSESSMENT, L1Sl" IN STREET IMPROVEMENT DISTRICT 1983-2 (HOLMEN'S
<br />3RD SUBDIVISION). On roll call vote, the motion carried unanimously.

<br />The Chairman read a letter from Donald _D. Muhs, Superintendent of the Cass Valley North Public
<br />School District, encouraging the Commission to repair the bridge in Section 21 north of Harwood over the
<br />Sheyenne River. Steve Grindberg will be viewing the bridge with some other people.
<br />
<br />Maxine Liversage, County Treasurer, appeared to request one additional full-time position In her
<br />office to replace one part-time employee who has resigned. The Commission will consider the request
<br />further during budget ,reviews. The Treasurer stated that she has money in her present budget to hire
<br />someone for the months of November and December, and the Commission agreed that she be allowed to
<br />hire someone for the remainder of 1984.

<br />Mr. Larson moved and Mr. Sondrall seconded that the Chairman be authorized to sign the contract
<br />with Dan Martinsen, Inc., insurance consultant for the County's Blue Cross-Blue Shield group health
<br />insurance, for the period beginning October 1, 1984, and ending October 1, 1985, for the sum of
<br />$2,400.00 to be paid on or before October 1, 1984, from the Hospitalization Insurance line item. On roll
<br />call vote, the motion carried unanimously.

<br />Mr. Eckert moved and Mr. Larson seconded to receive and file the Indemnity Bond on Lost
<br />Instrument for John D. Busacca, and authorize the County Auditor to issue a duplicate check. On roll
<br />call vote, the motion carried unanimously.

<br />Mr. Wieland moved and Mr. Larson seconded to grant the Application for a Dance Permit for the West
<br />Fargo Fire Department to be held in the Commercial Building at the Red River Valley Fairgrounds on
<br />October 5, 1984. On roll call vote, the motion carried unanimously.

<br />Mr. Eckert moved and Mr. Larson seconded to grant the Application for a Dance Permit for the
<br />NDSU West High Rise Dormitory to be held in the Commercial Building at the Red River Valley
<br />Fairgrounds on September 28, 1984. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Duane Hoehn, member of the Cass County Special Assessment Commission, appeared to request
<br />the Board's consideration of establishing compensation for the three members of the Special Assessment
<br />Commission to be paid from each project's funds according to the North Dakota Century Code. Mr. Larson
<br />moved and Mr. Sondrall seconded to authorize $110.00 per member per project as compensation for the
<br />members of the Cass County Special Assessment Commission for the year 1985 and retroactive to the first
<br />project which was completed. On roll call vote, the motion carried unanimously.
<br />
<br />A public hearing was held at 10:30 A.M. on the 1985 County Budget. Mr. Palmer Satrom was present
<br />and questioned whether the three mills for extra-ordinary outlay will be levied this year which was for
<br />the addition to the north of the Courthouse and for Courthouse remodeling. This levy was approved by
<br />the voters at the November, 1979, Special Election for a period of six years beginning with the 1980
<br />taxes. The Commission will be discussing the extra-ordinary outlay levy during further budget reviews.
<br />The Final Budget for 1985 is expected to be adopted on September 25, 19811.
