<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />6180 <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to adopt the following resolutions for the <br />establishment of Street Improvement' District 1984-2 for Chrisan and Chrisan Second Subdivisions; <br />RESOLUTION CREATING STREET IMPROVEMENT DISTRICT; RESOLUTION DIRECTING ENGINEER TO <br />PREPARE REPORT; RESOLUTION APPROVING ENGINEER'S REPORT; RESOLUTION DIRECTING <br />ENGINEER TO PREPARE PLANS AND SPECIFICATIONS; and RESOLUTION DECLARING WORK <br />NECESSARY FOR AN IMPROVEMENT IN STREET IMPROVEMENT DISTRICT NO. 1984-2 CHRISAN AND <br />CHRISAN SECOND SUBDIVISIONS. On roll call vote, the motion carried unanimously. <br /> <br />, Concerning the bids received July 10, 1984, for Mechanical Systems Maintenance at the Courthouse, <br />Annex, Jail and Detention Center, Mr. Larson requested 'additional time to review energy savings <br />through such a program with the references listed in the bids. The matter was delayed for two weeks. <br /> <br />Scott Krueger presented proposals from four local engineering-consulting firms on the cost of <br />preparing plans and specifications for the heating system at the Cass County Juvenile Justice Center <br />building. One of the firms estimated that it would cost $25,000.00 to replace the boiler. Discussion was <br />held on the time that would be required if the Commission has to follow the formal bidding procedure in <br />the statutes, and then it would take an additional 6 to 10 weeks from the date of the order for delivery <br />of a new boiler. In order to discuss the bidding procedures further with the States Attorney and to <br />discuss options for the heating system, the Commission will recess this meeting until tomorrow at 8;00 <br />A.M. <br /> <br />Mr. Sondrall reported that the roof at the Annex is leaking in one area, and he received an <br />estimate of $1,065.00 to repair it. Mr. Larson moved and Mr. Sondrall seconded to authorize Twin City <br />Roofing, Inc. to repair the roof at the Annex according to their proposal of July 27, 1984, at a cost of <br />up to $1,100,00. On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mr. Wieland and seconded by Mr. Eckert. the Chairman declared the meeting recessed <br />until 8;00 A.M. August 1, 1984. <br /> <br />RECESSED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 1, 1984 <br /> <br />Chairman Stanton called toe recessed meeting to order at 8;00 A.M. with four members present, <br />Mr. Ray Larson being absent. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded that the Cass County Social Services Director be <br />authorized to hire one Social Worker II for_ the Community Survival Program, the salary to be 100% <br />reimbursed. On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held on the boiler situation at the Juvenile Detention Center building. Scott Krueger <br />reported that the County's insurance adjuster looked at the boiler and said it is a total loss, but he <br />doubted that it would be covered by insurance since it did not explode. However, the Commission felt <br />that an insurance claim should be submitted. Another question arose on what kind of warranty there <br />would be since the boiler was installed only about nine years ago. Inquiry has been made on a possible <br />warranty to the manufacturer, Cleaver-Brooks. <br /> <br />Robert Hoy, States Attorney, reported that the County is not required to follow the formal bidding <br />procedures if the total estimated repair or replacement will be less than $50,000.00. The Commission had <br />discussed alternatives for the heating system rather than a new boiler but determined that the cost <br />would be prohibitive. The estimated cost of a new boiler is $25,000-$30,000. <br /> <br />Discussion was also held on the condition of the roof at the Juvenile Detention Center building and <br />whether the Commission should consider adding insulation. <br /> <br />Mr. Sondrall moved and Mr. Wieland seconded to hire the engineering firm of Lightowler & Johnson <br />Associates for a fee of $2.150.00 to write the specifications for a new boiler for the Juvenile Detention <br />Center building. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to use the informal bidding process for a new boiler, <br />and that the Engineer submit an invitation to bid to all local contractors. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded that Twin City Testing be hired to make an inspection <br />of the ceiling tiles and the air quality in the Cass County Annex.
