<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />6176 <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JULY 10, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Wieland seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br /> <br />Mr. Doug Lanctot, Manager of the Woods Farmer's Elevator, presented an application for property tax <br />exemption for 5 years to build a new elevator in Leonard Township. Mr. Lyle Olson, Chairman of the <br />Leonard Township Board of Supervisors, was present and stated that the township is in favor of this <br />project. Mr. Lanctot stated that a Notice to Competitors of Hearing on Application for Property Tax <br />Exemption was published in "The Forum". No one was present to protest the property tax exemption. <br /> <br />Mr. Sondrall moved and Mr. Larson seconded to support the application for 100% property tax <br />exemption for 5 years on behalf of the Woods Farmer's Elevator. On roiL call vote, the motion carried <br />unanimously. <br /> <br />The Commission reviewed the Plat of Brink Subdivision located in the northeast quarter of Section 18, <br />Stanley Township, which was approved at a meeting of the Cass County Planning Commission today. Mr. <br />Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign the Plat of Brink <br />Subdivision. On roll call vote, the motion carried unanimously. <br /> <br />Deanna Kensrud, Register of Deeds, reported on a need to change procedures in her office to a <br />microfilming system which would be more cost-efficient than her present Photostat equipment. She stated <br />that the price of film for the Photostat is increasing, and there is concern that it will no longer be <br />manufactured after April, 1985. <br /> <br />The Committee which was appointed in 1982 to do a study on microfilming County records has done a <br />lot of research and compared prices between leasing companies. This committee recommends a system by <br />Bell & Howell. Mrs. Kensrud stated that she would have money in her budget to purchase the necessary <br />filing cabinets for this system, but she would not have enough to purchase the microfilm readers. Mr. <br />Wieland suggested appropriating money in the next County budget to purchase the readers, and the <br />Commission asked the representative of Bell & Howell to inquire of his company whether the County could <br />purchase the readers after January 1, 1985. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to authorize the Register of Deeds to proceed with the <br />lease-purchase plan of Bell & Howell microfilming equipment on a 50-month plan on the basis that the <br />County will purchase the File Cabinets and determine if the Readers can be purchased after January 1, <br />1985. On roll call vote, the motion carried unanimously. <br /> <br />Gordon Sletmoe, Disaster Emergency Services Director, presented a request from the F-M Metropolitan <br />Council of Governments for Cass County to allocate $125.00 for the purpose of printing pass cards to be <br />used during emergency situtations. An emergency pass system would allow disaster officials to have control <br />over the number of people coming to a particular area if there is a disaster. Mr. Eckert moved and <br />Mr. Sondrall seconded to allocate $125.00 as Cass County's share for Implementing an emergency pass <br />system. On roll call vote, the motion carried unanimously. <br /> <br />Correspondence from Mr. J.W. Greer regarding the areas mosquito problems will be referred to <br />County Sanitarian Richard Brumfield. <br /> <br />A bid opening was held at 10:00 A.M. for the Mechanical Systems Maintenance at the Cass County <br />Courthouse, Jail, Detention Center and Annex. The following bids were received: <br /> <br />Honeywell, Inc. $33,600.00 per year <br />Johnson Controls, Inc. $26,952.00 per year <br /> <br />An alternate proposal for the Mechanical Systems Maintenance was received from Peterson Mechanical, <br />Inc. in the amount of $16,750.00 per year. Mr. Eckert moved and Mr. Larson seconded that the bids be <br />referred to Commissioners AI Wieland and Oscar Sondrall, and to Buildings and Grounds Superintendent <br />Alton Johnson for evaluation and recommendation in two weeks. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mrs. Stanton suggested forming a committee of Commissioners <br />Administrative Assistant Scott Krueger, and Architect Richard Moorhead <br />requirements of County Departments as it relates to a. proposed South Wing <br />suggested that the committee meet next Wednesday afternoon. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that Vouchers No. 44,450 through No. 45,281 and <br />Revenue Sharing Vouchers No. 403 and 404 be approved and ordered paid. On roll call vote, the motion <br />carried unanimously. <br /> <br />Don Eckert and Ray Larson, <br />to review the proposed space <br />of the Courthouse.
