<br />Mr. Eckert moved and Mr. Larson seconded that Vouchers No. 42, 880 through No. 43,671 and
<br />Revenue Sharing Vouchers No. 396 through No. 399 be approved and ordered paid. On roll call vote,
<br />the motion carried unanimously.
<br />
<br />Mr. Wieland reported that an agreement was reached to lease an office at the County Road
<br />Department to a hydrologic engineer from the State Water Commission and a part-time secretary for
<br />$100..00 per month. He stated that this will also indudea small 'amount of office furniture that is
<br />availabl~ and the use of a conference room ,if the Road Department is not using it. They will have to
<br />pay thel r own expenses for telephone, secretarial services and use of the copy machine at the Road
<br />Department. Mr. Wieland stated that the County Road Department office staff have agreed to answer
<br />the telephone and take a message if no one is in the office. The Commission stated that if this takes
<br />up too much time and becomes a problem for the Road Department employees, it will have to be
<br />changed.

<br />Mr. Wieland moved and Mr. Eckert seconded to receive and file the correspondence received from
<br />United States Senator Mark Andrews and 'from North Dakota Lieutenant Governor Ernest Sands on
<br />behalf of himself and Governor Allen Olson acknowledging receipt of the County Commission's letter of
<br />April 24th concerning regulations affecting the use of Community Development Block Grant funds. On
<br />roll call vote, the motion carried unanimously.

<br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned.

<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />Chairman Stanton called the meeting to order and upon roll call, all members were present.
<br />
<br />Mr. Eckert moved and Mr. Larson seconded that the minutes of the previous meeting be approved
<br />as written. Motion carried.'
<br />
<br />There was no report from the Road Department.
<br />
<br />Mr. Scott Krueger gave a report that a temporary patch had been placed on the roof of the Cass
<br />County Jail until something more permanent could be done.
<br />
<br />Mr. Krueger said that there seemed to be a lot of misinformation about the purpose of the road
<br />mill levy and what it will be used for.
<br />
<br />Upon the recommendation of Mr. Krueger, Mr. Larson moved and Mr. Eckert seconded to adopt
<br />the following resolution supporting the Cass County 20 Year Road Repair and Construction program for
<br />repair of roads: On roll call vote, the motion carried unanimously.,
<br />
<br />WHEREAS, the Cass County Commission is encountering residents who are misinformed of the
<br />Commission's intentions regarding Streets, Roads' and Bridges as set forth in the Cass County 20 Year
<br />Road Repair and Construction Program; af"\d
<br />
<br />WHEREAS, some in this County believe it is the intent of the Commission to pass a Road Mill Levy
<br />and then siphon off other monies from the Road Department to build an addition to the County
<br />Courthouse or County Jail;
<br />
<br />NOW, THEREFORE, BE IT RESOLVED that the Cass County Commission expresses its intent that
<br />money raised from a Road Mill Levy will be used in the Road Department as required by law
<br />(957-15-06.3, NDCC); and
<br />
<br />BE IT FURTHER RESOLVED, that it is the firm intention of the Commission to set a Construction
<br />and Repair Budget for the Road Department of at least 2 million dollars and a City Pothole and Street
<br />Repair Budget of $300,000.00 if the Mill Levy passes; and
<br />
<br />BE IT FURTHER RESOLVED, that the Commission believes it is possible to set a Construction and
<br />Repair Budget of at least $2,104,624.48 and a City Pothole and Street Repair Budget of $300,000.00,
<br />provided the Mill Levy passes and no other problems are encountered.
<br />

<br />Mr. Krueger also reported that a barrier had been constructed in front of the air conditioners for
<br />the Courthouse Addition, located on top of the maintenance building, for the elimination of the noise
<br />that occurs when they are running.
<br />
<br />Mr. Eckert moved and Mr. Larson seconded to install carpet in the Superintendent of School's
<br />Office in the Courthouse at a cost of $286.20 by Kallod Carpets. On roll call vote, the motion carried
<br />unanimously.
