<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />Chairman Stanton called the meeting to order and upon roll call, all members were present.
<br />
<br />Mr. Wieland moved and Mr. Eckert seconded that the minutes of the previous meeting be
<br />- approved as written. Motion carried.
<br />
<br />Steve Grindberg, County Road Superintendent, reported that a bridge and several low-water
<br />crossings located between Sections 22,-27 and Sections 23,-26, Bell Township; between Sections 2-3
<br />and Sections 3-4, Harmony Township, and Sections 1-'6, Casselton-Harmony Townships, are in need
<br />of repair due to spring flooding. Mr. Grindberg estimated that it would cost $2,000-$3,000 to repair
<br />each of these.
<br />
<br />Mr. Eckert moved and Mr. Larson seconced to declare that an emergency situation exists and
<br />,authorize the County Road Superintendent to repair the above bridge and low-water crossings using
<br />County Emergency Funds. On roll call vote, the motion carried unanimously.
<br />
<br />Upon the request of Mr. Grindberg, Mr. Eckert moved and Mr. Sondrall seconded to advertise
<br />for bids for a new or a used motor grader for the County Road Department on a six-month rental
<br />basis with option to buy at the end of six months. On roll call vote, the motion carried
<br />unanimously.

<br />Mr. Larson moved and Mr. Eckert seconded that Mr. Grindberg be authorized to advertise for
<br />bids for a used asphalt roller. On roll call vote; the motion carried unanimously.
<br />
<br />Concerning the bridge that was damaged in Sections 24-19, Raymond-Reed Townships, the
<br />Commission suggested that Mr. Grindberg hold a meeting with the township officials of both
<br />townships and have it open to the public for their input on the possible elimination of this bridge.
<br />
<br />Scott Krueger, Administrative Assistant, made a presentation on a proposed 20 year County
<br />Road repair and, construction program. He stated that if the' Commission were to place a question on
<br />the June Primary Election ballot asking the voters for a County Road Program of 10 mills, it would
<br />only raise taxes four-hundredths of a mifl over last year's level; and this would qualify Cass
<br />County for approximately $202,000.00 of the State Highway Department's Incentive Fund which
<br />counties are eligible to receive only if they have a separate levy for roads and bridges. The
<br />Commission will' make a determination next week on whether to place the issue of a special road levy
<br />on the Primary Election Ballot.

<br />Mr. Larson moved and Mr. Eckert seconded to authorize Scott Krueger to submit the proposed
<br />20 Year Cass County Road Repair and Construction Program to the State Highway Department and
<br />to the Federal Highway Works Administration for preliminary approval. On roll call vote, the motion
<br />carried unanimously.
<br />
<br />Mrs. Stanton read a letter from Sweeney Brothers Tractor Company and from the Davenport
<br />Grain and Fertilizer, Inc. both encouraging the County Commission to do whatever is possible to
<br />improve the County road and bridge systems.
<br />
<br />A letter was received from Marvin Leidal, Superintendent, and Nancy Forseth, Transportation
<br />Supervisor, of the West Fargo Public School District encouraging the Commission to repair or
<br />replace the bridge between Sections 24-19, Raymond-Reed Townships, rather than eliminating the
<br />bridge, because this is on their school bus route.
<br />
<br />Mr. Larson moved and Mr. Wieland seconded to receive and file the following Officer's Reports
<br />for March: Motion carried unanimously.
