<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />Chairman Stanton called the meeting to order and upon ,roll call,all members were present.
<br />
<br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be
<br />approved as written. Motion carried.
<br />
<br />Sheriff Don Rudnick was present to discuss several matters with the Commission concerning his
<br />Department. He would like to consider purchasing a machine to make identification cards for County
<br />employees who would be working in the Courthouse on weekends or evenings and also for the
<br />employees of the janitorial cleaning service who are in the Courthouse after regular office hours. He
<br />estimated that the machine would cost $4,000.00. The Commission suggested that he conduct a
<br />survey of other County offices to see how many would need identification cards, and bring up the
<br />matter again at budget time.

<br />Sheriff Rudnick stated that he is considering a Wellness Program for all of the employees in
<br />his department beginning July 1, 1984. In order to make it mandatory, the employees would have to
<br />be allowed time during the regular work week for physical fitness programs and he suggested two
<br />hours per week. Mr. Larson moved and Mr. Eckert seconded that Sheriff Don Rudnick be
<br />authorized to establish a two-hour per week mandatory exercise program for his employees. On roll
<br />call vote, the motion carried unanimously.

<br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Eckert moved
<br />and Mr. Sondrall seconded that the Chairman be authorized to sign the resolution to accept the low
<br />bid of F-M Asphalt, Inc. in the amount of $698,569.50 for the bituminous surfacing on County
<br />Road 4 from Argusville west 13.25 miles. On roll call vote, the motion carried unanimously. Mr.
<br />Grindberg stated that this bid is 9.1% below the Engineer's estimate. Therefore, it will not be
<br />necessary to transfer money from the County Road 38 project fund as the Board had previously
<br />agreed to do if necessary.

<br />Mr. Eckert moved and Mr. Sondrall seconded to authorize Mr. Grindberg to advertise for bids
<br />for the County Road 38 project from Interstate 94 to Alice at an estimated cost of $450,000.00. On
<br />roll call vote, the motion carried unanimously.
<br />
<br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign the
<br />Right of Way agreement with the State Highway Department for installing a box culvert on County
<br />Road 31 between Sections 14-23, Noble Township. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Larson moved and Mr. Eckert seconded to grant a Site Authorization Permit to the F-M
<br />Community Theatre to conduct games of chance at the Adams Truck Stop, Inc. located at
<br />Interstate 29 and 32nd Avenue South, pending approval of the State Attorney General's Office and
<br />the Cass County Sheriff. On roll call vote, the motion carrieel unanimously.

<br />Mr. Wieland moved and Mr. Eckert seconded to adopt a policy whereby any County employees
<br />who use their own car for County business must furnish the name of their automobile insurance
<br />company and policy number to the County Auditor's Office before receiving mileage reimbursement.
<br />On roll call vote, the motion carried unanimously.

<br />A letter from Sam Lohr of Gardner regarding the road condition at the intersection of County
<br />Road 26 and County Road 11 was referred to the County Road Superintendent.
<br />
<br />Mr. Eckert and Mr. Sondrall reported that they have begun looking at used pick-up trucks for
<br />the County's Maintenance Department. Mr. Wieland moved and Mr. Larson seconded that the
<br />committee be authorized to purchase a used pick-up at a cost not to exceed $3,500.00. On roll call
<br />vote, the motion carried unanimously.
<br />
<br />Scott Krueger, Administrative Assistant, and Steve Grindberg, County Road Superintendent,
<br />gave a presentation on the condition of Cass County's roads and bridges. The Commission
<br />commended them on the graphs and figures which they put together showing the graded width of
<br />County blacktopped roads, age, thickness and slopes, miles and age of seal coats and overlays; and
<br />the number of bridges, both on and off-system, with the age of bridges and weight limits.
<br />Discussion was held on how to put this information out to the County taxpayers. Mr. Wieland
<br />suggested that Mr. Krueger prepare some options on how the County could have a maintenance
<br />program and what it would cost, and to report back to the Commission in two weeks.
<br />
<br />A public hearing was held by the Commission on Friday evening, March 23rd, regarding the
<br />proposal by the Red River Zoological Garden, Inc. for a zoo at the Red River Valley Fairgrounds.
<br />The Commission reviewed comments received at the public hearing and expressed concern themselves
<br />over the financial feasibility.
<br />
<br />Mr. Leonard Misheski from the Red River Zoological Garden, Inc. presented petitions with
<br />signatures of County residents encouraging the Cass County Commission and the Red River Valley
<br />Fair Association to approve the lease of fairgrounds property for a zoo. Mrs. Stanton read letters
<br />from the Maple River Township Board, the Gardner Township Board and from Gill Township
<br />opposing the proposed zoo on the fairgrounds property and opposing the use of any County tax
<br />money at the present or future time for the building or maintenance of a zoo.
