Dept. <br />supplies <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEBRUARY 21, 1984 <br /> <br />Chairman Stanton called the meeting to order with four members present, Mr. Larson being <br />absent. <br /> <br />Mr. Eckert moved and Mr. Wieland seconded that the minutes of the previous meeting be <br />approved as written. Motion carried. <br /> <br />Gordon Sletmoe, Disaster Emergency Services Director, was present to discuss the letter <br />which the Commission received from the State Highway Department's Fargo District Office regarding <br />comments made by Mr. Sletmoe concerning closing off 19th Avenue North from the Interstate 29 east <br />to the Fargo City limits during winter blizzard conditions. Mr. Eckert moved and Mr. Sondrall <br />seconded that Mr. Sletmoe be authorized to send a letter to the Fargo District Office of the State <br />Highway Department in response to their letter stating that it was not Mr. Sletmoe's intent to <br />criticise the design of the roadway but only to call attention to 19th Avenue North to attempt to <br />prevent tragedies during storms. On roll call vote, the motion carried with all members present <br />voting "Aye". <br /> <br />Commissioner Sondrall left the meeting at this time for the purpose of attending a Disaster <br />Emergency Services conference in Grand Forks with Gordon Sletmoe. <br /> <br />Scott Krueger, Administrative Assistant, gave a final report of the Computer Committee along <br />with recommendations to update the County's present computer system with the purchase of a <br />9300 Processor to be added to the present system at an additional cost of approximately $2,124.00 <br />per month under a five year lease-purchase plan. A decision will be delayed until all five <br />Commissioners are present. Mr. Wieland suggested that Mr. Krueger contact Commissioners Larson <br />and Sondrall to provide them with this information prior to next Tuesday. <br /> <br />A small delegation appeared before the Board to request road work on County Road 31 in the <br />area of North River. Mr. Craig Struble spoke on behalf of the delegation and stated that the road <br />is in very poor driving condition and it is very dangerous when meeting another vehicle. Mr. <br />Emerson Harris stated that the road is lower in the center than the shoulders, and he feels it <br />should be reshaped before it is graveled. The matter was referred to Mr. Eckert to discuss it with <br />the County Road Superintendent. <br /> <br />Mr. Eckert moved and Mr. Wieland seconded that the Chairman be authorized to sign the <br />Agreement for Construction and Maintenance and Right of Way Certificate for the County Road 4 <br />project from five miles west of Argusville, which is scheduled for the March 23rd letting of the <br />State Highway Department. On roll call vote, the motion carried with all members, present voting <br />"Aye". <br /> <br />A Notice of Letting was received from the State Highway Department along with a copy of the <br />advertisement for bids for 16.311 miles of seal coat on Interstate 94 from the Buffalo Interchange <br />east to the Casselton Interchange, which is also scheduled for the March 23rd letting. <br /> <br />Mr. Kyle Anderson and Mr. Leonard Misheski from the Red River Zoological Garden Inc. <br />appeared before the Board to explain plans for a proposed zoo at the Red River Valley <br />Fairgrounds. They need permission from the Cass County Commission to use approximately 30 acres <br />of land at the fairgrounds for the zoo. Mrs. Stanton asked if they would be looking for any <br />financial assistance from the County or other local governments, and Mr. Anderson stated that they <br />are not. Plans are to fund the zoo by private donations, foundation grants, family memberships and <br />gate admissions. Mrs. Stanton suggested conducting a financial feasibility study before the County <br />Commission makes a decision on this. Mr. Wieland stated that the Commission could grant approval <br />subject to the financial feasibility study. Mr. Misheski stated that an attempt at fund-raiSing will <br />have to be made before making a financial statement. Plans are to begin construction this summer <br />with the hope of being completed in 1985. Mrs. Stanton suggested placing the matter on the agenda <br />in two weeks, and the Commission will try to make a decision at that time. <br /> <br />A letter was received from EVAC, Inc. (Emergency Vehicle Assistance & Communications) <br />thanking the County for the contribution of $400.00 which the Commission recently made to their <br />organization. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to receive and file the 1983 Annual Report on <br />Noxious Weed Control in Cass County and also a fiscal year audit report of the Garrison Diversion <br />Conservancy District. Motion carried unanimously. <br /> <br />A report from Blue Cross-Blue Shield was referred to the Administrative Assistant, and <br />discussion was held with the County Treasurer regarding the special account that was set up for <br />the payment of health insurance claims. <br /> <br />Bid opening was held at 10;00 A.M. for the Road Department yearly supplies.
