<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />fil'14 <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEBRUARY 14, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Eckert moved and Mr. Larson seconded that the minutes of the previous meeting be <br />approved as written. Motion carried. <br /> <br />Scott Krueger, Administrative Assistant, and Commissioner Sondrall reported on the North <br />Dakota County Engineers Convention which they attended last week in Grand Forks. Topics of <br />interest to the County were discussions on Minority Business Enterprise (MBC's) and Women <br />Business Enterprise (WBE's) funds, Secondary Roads allocations, and a new Consultant <br />Engineering Policy on County Federal Aid projects. <br /> <br />Co. Eng. Convention <br />report by Adm Asst. <br />and Commissioner <br />Sondrall <br /> <br />Mr. Krueger reported that he met yesterday with Architect Richard Moorhead and several <br />County Department Heads to evaluate their space needs in relation to the proposed South Addition <br />to the Courthouse. He will be working with the States Attorney on the mill levy proposal on this <br />project. <br /> <br />Office space needs <br />evaluated with Arch. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to receive and file the following Officer's Reports <br />for January, 1984: Motion carried unanimously. <br /> <br />Officer's Reports for <br />January <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br /> <br />$4,615.75 <br />$15,055.17 <br />$11,734.70 <br />$ 6,527.91 <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded to grant the application for a Bingo Permit for <br />the Chaffee Summer Recreation on the date of February 24, 1984, at the Chaffee School. On roll <br />call vote, the motion carried unanimously. <br /> <br />Bingo Permit for <br />Chaffee Summer Rec. <br /> <br />Upon tha recommendation of Sheriff Don Rudnick, Mr. Larson moved and Mr. Sondrall <br />seconded that the Chairman be authorized to sign a contract with Barnes County at the rate of <br />$20.00 per day for housing prisoners in the Barnes County Jail if Cass County is in need of <br />additional facilities or in case of an emergency situation. On roll call vote, the motion carried <br />unanimously. <br /> <br />Shff. auth. to sign <br />contract with Barnes <br />Co. for Board of <br />Prisoners <br /> <br />Mr. Wieland moved and Mr. Larson seconded that the County Sheriff's Department be <br />authorized to purchase a used radio base unit from Williston, North Dakota, in the amount of <br />$2,500.00 to be paid from the Sheriff's 1984 County budget. On roll call vote, the motion carried <br />unanimously. <br /> <br />Shff. auth. to <br />purchase used radio <br />base unit <br /> <br />Mr. Sondrall reported that the State Highway Department has offered to assist any County <br />that will be attempting to pass mill levies for road construction. The Cass County Commission is <br />considering a mill levy proposal on the 1984 General Election ballot. The Board requested Mr. <br />Krueger to write a letter to the State Highway Department asking what assistance they can offer to <br />Cass County. <br /> <br />St. Hwy. Dept. <br />offers assistance <br />to Counties re: mill <br />levies for road work <br /> <br />Mr. Wieland moved and Mr. Larson seconded to pay the bill to Architects Clark Holman and <br />Moorhead, Ltd. in the amount of $4,365.00 for services on the Courthouse restoration project. <br />On roll call vote, the motion carried unanimously. <br /> <br />Bill to Arch. on <br />Cthse. restoration <br /> <br />Mr. Larson moved and Mr. Eckert seconded to sell four tax-delinquent parcels in the City <br />of Fargo for $1.00 per parcel to the City of Fargo and to can~el the 5-year delinquent general <br />taxes and specials in the amount of $46,620.30. On roll call vote, the motion carried <br />unanimously. <br /> <br />Sale of lots to City <br />of Fargo <br /> <br />Mr. Sondrall moved and Mr. Larson seconded to write a letter to Fraser Hall, Inc. <br />supporting their application for establishing two 8-, bed intermediate care facilities for <br />developmentally disabled children'. On roll call vote, the motion carried unanimoLlsly. <br /> <br />Mr. Conrad Rose from WDAY-TV presented the enlargements of photographs which he took <br />of the art work in the Courthouse dome area. Mr. Wieland will be meeting with members of the <br />Arts Council this morning to request their assistance on where to hang these photographs. He <br />stated that they mentioned doing some research on who did the paintings in the dome area and <br />on what date. <br /> <br />Letter of support <br />to Fraser Hall, Inc. <br /> <br />Cthse. Dome area-- <br />enlargements of <br />photog raphs by <br />Conrad Rose of <br />WDAY-TV <br /> <br />Mr. Wieland moved and Mr. Larson seconded to pay the bill from Conrad Rose in the <br />amount of $365.16 for the photographs of the art work, and that a letter be written to Mr. Rose <br />epxressing the Commissions' appreciation for the commendable work he has done. On roll call <br />vote, the motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br /> <br />
