Commission Minutes-May 7, 2001 2280

Jeannette Stanton, Fargo, said she cannot make a case for preserving the jail, however, she
believes the Sheriff's Residence should remain on the property. MOTION, passed
Mr. Wagner moved and Mr. Wieland seconded to select Jail Option C
and move forward with design and development based on thatoption;
and further, to enter into a sat fee pmfeasional services contract with
Foss Associates on this p;oject; and make a commitment to consider
the re-use of jail materials aa much as possible and work diligently to
find someone who could re-use the Sheriff's Residence, expending u p
to $45,000 toward the cost of relocating It because it would cost
approximately that amount to demolish it. Discussion: Mrs,
Schneider asked about the time frame for work to begin on the current
jail site, and Mr. Hoganaon responded that work could begin by late
fall or early winter as the schedule for completion of the new jail is
March of next year, with occupancy shortly thereafter. On roll call
vote, the motion carried with four members voting "Aye" and Mrs.
Schneider opposing.

JAIL, Chanoe order aocroved for sally no~ doors
Bonnie Johnson provided a letter from Rick Hoganson, of Foss Associates, regarding an
alternate bid for the new jail construction for hydraulic bi-folding doom in the sally port, instead
ofthe roll-up overhead doom. The amhitect's letter indicates that one of the barter'Rs of the bi-
fold doom is the speed of operation, which may improve the level of security by not having the
doom remain open for as long a time. Also, the manufacturer suggests that the bi-fold door, or
Electric Power Door product, will provide four milJJon opening and closing cycles, compared to
200,000 for a comparable overhead door, resulting in reduced maintenance and repair costs,
as well as eventual replacement.

Mrs. Johnson consulted with other correctional facilities who are using bi-fold doom, and she
found R to be the preferred type. One problem, however, has been that the doom can crush
cars if they enter at the wrong time. This was a situation of driver error and can be corrected
by using a traffic light system for entering and exiting the sally port.

The bid alternate was estimated at $5(~,000 in the genera[ contractor's bid, and it would cost
approximately $5,000 for additional electrical and steel support work. Michaer Montplaisir,
County Auditor, provided a financial summary of the jail project budget through April 24, 2001.
To date, revenues have reached $10 million and expenditures total about $5 million. He
reported a balance of $241,598 in the $300,000 contingency line item. MOTION, passed
Mm. Schneider moved and Mrs. Serum seconded to approve the bid
alternate in the amount of $5S,O00 to upgrade the security door
located in the aa[lyport of the new Cass County Jail, to be paid from
the Jail contingency line item. On roll call vote, the motion carried
unanimously.
