St. Atty. <br />on proposed lease <br />of property to <br />Harwood Area <br />Volunteer Fire <br />Dept. <br /> <br />Weed Control <br />Officer reports <br /> <br /> <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />NOVEMBER 22, 1983 <br /> <br />Chairman Eckert called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to approve the appointment of Mike Lavelle <br />to the City of Horace Planning and Zoning Commission from their extra-territorial area <br />to replace Robert Newman who has resigned. On roll call vote, the motion carried <br />I unanimously. Mr. Lavelle's term will expire July 1, 1985. <br /> <br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mrs. Stanton <br />moved and Mr. Wieland seconded to approve the utility permit for Merlon Smith to cross <br />County Road 5 in Section 26, Wheatland Township, with rural water lines. On roll call <br />vote, the motion carried unanimously. <br /> <br />Representatives from the Butler Machinery Company and the General Diesel and <br />Equipment Company outlined proposals for lease-purchase agreements on a new motor grader <br />which Mr. Grindberg would like to get to replace one that needs extensive repairs. <br />Mr. Larson moved and Mr. Sondrall seconded to authorize Mr. Grindberg to work with the <br />States Attorney and call for informal bids for renting a motor grader. On roll call vote, <br />the motion carried unanimously. <br /> <br />Correspondence was received from Mervin Nordeng, Assistant States Attorney, regarding <br />the Board's action of November 15, 1983, to negotiate a lease of County right of way <br />property near Harwood to the Harwood Area Volunteer Fire Department. In his letter of <br />November 18, 1983, Mr. Nordeng stated that there does not appear to be any statutory <br />authorization for the County to enter into a long term lease of County land. He felt <br />that the statutes indicate that if the County does not have a use for land, it should <br />dispose of the land in accordance with Chapter 11-27 which provides for the sale of <br />excess County property and requires competitive bidding if the apparent value is in excess <br />of $1,000.00. <br /> <br />Mr. Dave Olson from Harwood was present and stated that it is too late in the <br />season now to do the dirt work which they had hoped to begin this year, but the <br />Harwood Area Volunteer Fire Department is still interested in obtaining the County <br />right of way. Mr. Wieland stated that since the matter is no longer of urgency, <br />he intends to investigate further with Mr. Nordeng and the States Attorney, Robert Hoy. <br /> <br />Wayne Colberg, County Weed Control Officer, reported on the 1983 weed control program, <br />and the Board commended him for his work in the control of noxious weeds. <br /> <br />Health Insurance Mr. Dan Martinsen from the consulting firm hired by the County Commission regarding <br />bid specificatioffil' employees' hospitalization insurance was present and stated that they have completed <br />disc. with the bid specifications. Bids will be requested with the same coverage as at present <br />consulting firm Ibut will be recei?~d for a self-funding progr~m,and also,the ~onventional ~ethod which <br />the County has now. The procedure for advert1s1ng for b1ds wlll be determ1ned by the <br />/States Attorney's Office. ~ <br /> <br />I The deadline for receiving applications for the position of an Administrative Assistant <br />to the County Board of Commissioners was November 21, 1983, and the County Auditor <br />I reported that 72 applications have been received. <br /> <br />, Mr. Wieland moved and Mr. Larson seconded that a committee of two Commissio~ers <br />and the County Auditor screen these applications initially. Aud. auth. <br />to hire one part- <br />time employee <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that Commissioners Stanton and Wieland <br />I serve on the committee with Ordelle Brua, County Auditor, to begin screening the <br />I applications for Administrative Assistant with a report back to the Commission <br />on December 6th. On roll call vote, the motion carried unanimously. <br /> <br />Upon the request of the County Auditor, Mr. Larson moved and Mrs. Stanton seconded <br />that Ordelle Brua be authorized to hire one part-time employee on a six-month basis, <br />the hourly wage to be referred to the Salary Review Committee. On roll call vote, <br />the motion carried unanimously. <br /> <br />Salary adjustmnts.l Mrs. Stanton stated that she has received requests from the Clerk of Court <br />requested and from the County Court for salary adjustments in their departments. <br /> <br />Correspondence was read. <br /> <br />Bldgs. & Grounds I Discussion was again held on the number of trips which Alton Johnson, Maintenance <br />Supt.--extra trip~supervisor, has had to make back to the Courthouse after normal working hours. It was <br />discussed suggested that perhaps another County Department Head could be asked to be responsible <br />for the doors being locked at the Courthouse and after evening meetings held in the <br />Juvenile Justice Center meeting room. The matter will be discussed further and in the <br />meantime, Mr. Wieland suggested that Alton Johnson drive the Maintenance Department's <br />pick-up to his home in case he is called back to the Courthouse or Juvenile Center. <br /> <br />On motion by Mr. Larson and seconded by Mr. Wieland, the meeting was adjourned. <br />
