Motion carried. <br />i <br />i The County Road Superintendent gave an update on the completion of the projects on the <br />Q983 construction program. <br /> <br />! Mr. Dave Olson from the Harwood Area Volunteer Fire Department presented a request to <br />~cquire County-owned right of way which is between former U.S. Highway 81 and the Burlington <br />Northern Railroad tracks south of County Road 22 at Harwood for the purpose of constructing a <br />building to house a first-respondent fire department and a medical team. Mr. Olson stated <br />~hat there is a IS-year special assessment liability on the property amounting to $334.62 per <br />year, and the Harwood Area Volunteer Fire Department would be willing to assume that liabilit <br />lin exchange for the deed to that property. <br /> <br />I Robert Hoy, States Attorney, stated that the County apparently acquired the above <br />[property as highway right of way, and he would like to rese'arch the law to see what authority <br />ithe County would have and if there are any restrictions on disposing of the property. Mr. <br />~ieland questioned whether the County Road Department would ever need this right of way. <br />Mr. Sondrall moved and Mr. Larson seconded to refer this request to the State Attorney and <br />!the County Road Superintendent for investigation and recommendation next week. On roll call <br />rote, the motion carried unanimously. <br /> <br />: Mr. Sondrall moved and Mrs. Stanton seconded that the Chai'tmari"be authorized to sign a <br />iresolution authorizing the Fargo-Moorhead Metropolitan Council of Government~ to aid in the <br />:coordination of disaster emeJ;'gency situations anthemetrppolit.an level in: 63:ss arid (Clay <br />pounties. On roll call vote, the motion carried unanimously. A copy of the resolution is onj <br />Ifile in the office of Cass County Auditor. <br />: <br />I Mr. Larson moved and Mr. Sondrall seconded to award the informal bid to F-M Ready Mix, <br />!Inc. for snow removal .from County paJ;king lots located at the Cass County Courthouse, the <br />~nnex, the Juvenile Justice Center Building and the Nokomis Day Care Center at the rate of <br />:$65.00 per hour'for a 950 Caterpillar Loader with 3~ yard bucket and $60.00 per hour for a I <br />[930 Caterpillar Loader with 2~ yard bucket; and that a time service recorder be installed on <br />!the equipment to be used if they do not already have such equipment for keeping a record of <br />ithe hours spent on County property. On roll call vote, the motion carried unanimously. <br /> <br />i Mrs. Stanton moved and Mr. Larson seconded to approve the application for a Raffle permil <br />ifor the Chaffee Summer Recreation Program on the date of December 20, 1983, at the Chaffee II <br />iSChOOl. On roll call vote, the motion carried unanimously. I <br /> <br />i Mrs. Stanton moved and Mr. Sondrall seconded to receive and file the annual report of I <br />lthe Cass County Treasurer. On roll call vote, the motion carried unanimously. I <br /> <br />I Since no one appeared to protest at the public hearing on the proposed addition to the <br />!page Rural Fire Protection District, Mr. Larson moved and Mrs. Stanton seconded to adopt the I <br />jresolution for the annexation of all of Sections 1-2-3-4-5-6-7-8-9-10-11 and 12, Ayr I <br />ITownship, (excluding the City of Ayr) to the Page Rural Fire Protection District. On roll <br />[call vote, the motion carried unanimously. <br />I <br />i Mr. Larson moved and Mrs. Stanton seconded that Vouchers No. 38,083 through No. 38,932 <br />land Revenue Sharing Vouchers No. 373 through No. 375 be approved and ordered paid. On roll <br />Icall vote, the motion carried unanimously. <br />[ <br />i <br />I <br /> <br />Correspondence was read and committee reports given. <br /> <br />Mrs. Stanton moved and Mr. Sondra11 seconded to appoint Commissioner Alon Wieland to <br />Irepresent the Cass County Commission as ex-officio member to the Board of the Red River <br />Zoological Garden, Inc. which pertains to a proposed zoo at the Red River Valley Fairgrounds. <br />On roll call vote, the motion carried unanimously. <br /> <br />A meeting was held earlier today with the Cass County Department Heads and several <br />members of the County Commission regarding action taken by the Board last 'week to ban smoking <br />in all County offices. It was decided that Department Heads should use their own discretion <br />in not allowing smoking in certain areas of their offices, and Mr. Eckert reported that many <br />of the Department Heads have already taken action to enforce the ban in certain areas of <br />their offices. <br /> <br />Mr. Wieland moved and Mrs. Stanton seconded to re-affirm the position of the Cass County <br />Commission to ban smoking in the following areas: Cass County Commission Room, public access <br />areas in County offices, the large meeting room in the basement of the Juvenile Justice <br />Center Building and in the small conference room of that building during public meetings. <br />On roll call vote, the motion carried unanimously.
