<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />--r...... ~.:."..."m;.","..:-,,':":-.c,;=-.,.;j;. .,-::--_.. <br /> <br /> <br /> <br />A written opinion was received from the States Attorney concerning the Board's <br />question of providing office space for water resource districts. It is the opinion <br />of Robert Hoy, States Attorney, that Cass County is not required to provide offices <br />for water resource districts. <br /> <br />('1 "1 G <br />,.J ,1J <br /> <br />Committee Reports were given. <br /> <br />Mr. Wieland stated that the Commission is rapidly approaching the time for <br />negotiating the rental for office space for the County Extension Agent. Mr. Larson <br />moved and Mr. Sondra11 seconded to authorize Mr. Wieland to discuss the next year's <br />contract for rental of County Extension Agent office space with Mr. Phil Matthews. <br />However, the motion and second were withdrawn and Mr. Matthews will be requested to <br />appear before the Board next Tuesday. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to authorize the County Auditor <br />to advertise for informal bids until 10:00 A.M. on October 25th for snow removal on <br />County Parking lots. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mrs. Stanton seconded to advertise for the position of a <br />County Administrative Assistant with the intention of hiring such a person to be <br />effective January 1, 1984. On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mr. Sondrall and seconded by Mr. Larson, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />OCTOBER 18, 1983 <br /> <br /> <br />Chairman Eckert called the meeting to order with four members present,.~~~ Sondrall <br />absent. <br /> <br />Mr. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />approved as written. Motion carried. <br /> <br />Mr. Wieland expressed appreciation for the cooperation received from County employees <br />in regard to the change in the parking procedure at the Courthouse parking lots. He <br />stated that one employee is still parking in the north lot every day, and the Commission <br />asked him to contact the Department Head to have him notify his employee that the <br />north lot is for 2-hour public parking only. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be <br />utility permits with the Northwestern Bell Telephone Company for the <br />County Road 6 in Section 5, Stanley Township, County Road 81 between <br />Stanley Township and County Road 11 in Section 4, Kinyon Township. <br />the motion carried unanimously. <br /> <br />authorized to sign <br />following locations: <br />Sections 19-24, <br />On roll call vote, <br /> <br />Steve Grindberg, County Road Superintendent, reported that County Road 26 from <br />State Highway 18 to the Interstate is not eligible for Federal Aid funds for an overlay <br />unless the road is regraded due to new Federal regulations. Upon the recommendation <br />of Mr. Grindberg, Mrs. Stanton moved and Mr. Wieland. seconded to spend the 1984 <br />Federal Aid funds on County Road 4 from State Highway 18 to the Interstate at a cost <br />of about $600,000.00 for the approximately 13 miles of overlay, the County's share <br />being about $400,000.00 which is in the 1984 County Road Department Budget. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Grindberg reported that he met with the contractor on the County Road 17 <br />bridge project near Horace and it appears that the bridge deck will be poured next week <br />and they are still planning to meet the completion date of November 15, 1983. <br /> <br />Mr. Phil Matthews presented a proposal of $2,100.00 per month for a 2-year period <br />effective January 1, 1984, for the County to rent the Extension Office Space at <br />9l2-3rd Avenue South, this being a 5% increase over last year. There was some confusion <br />on the number of square feet being rented at this location, and the Commission asked <br />Mr. Wieland to measure the _space and asked Mr. Matthews to again appear before the Board <br />next week to discuss his proposal. <br /> <br />Regarding the salary adjustments made by Judge Donald Cooke in his department, <br />the Commission requested him to appear before the Board to discuss the matter. However, <br />Judge Cooke is out of town today, and the Commission suggested holding a special meeting <br />with him one morning later this week. That meeting is set for Thursday, October 20th, <br />at 11:30 A.M. <br /> <br />Ruth Hellem, Clerk of the District Court, appeared before the Board to request <br />staff replacement in the Child Support Division.
