<br />Upon the request of Steve Grindberg, County Road Superintendent, Mr. Larson moved
<br />land Mrs. Stanton seconded that the Cass County Road Department be closed on Wednesday,
<br />[August 3rd, in respect to the memory of the late Fred Mahlke who worked for the County
<br />!Road Department for over 30 years. On roll call vote, the motion carried unanimously.

<br />!of meetings being held throughout the State to discuss the 1984 Federal Aid Programs.

<br />iand Settlement of Taxes for Robert E. Young in accordance with the recommendation of the
<br />ICounty Director of Tax Equalization. On roll call vote, the motion carried unanimously.

<br />Abatement apprvd ; Mr. Larson moved and Mr. Wieland seconded to approve the Application for Abatement
<br />for Asian Evan- . land Settlement of Taxes for the Asian Evangelical Youth Crusade, Inc. in accordance with
<br />gelical Youth Ithe,recomme~dation ~f the County Director of Tax Equalization. On roll call vote, the
<br />Crusade, Inc. imotlon carrled unanlmously.

<br />Cable TV to be I The States Attorney prepared a resolution granting a non-exclusive right to the
<br />provided to !North Dakota Cable TV, Inc. to provide cable television service to unincorporated areas
<br />certain rural [of,Cass County. Several provisions we~e.set forth regarding the installation and
<br />areas--resolutionimalntenance and several terms and condltlons were also stated. Mr. Larson moved and
<br />adopted granting iMr. Wieland seconded that the Chairman be authorized to sign the resolution with
<br />non-exclusive iNorth Dakota Cable TV, Inc. and that a surety bond in the amount of $250,000.00 be
<br />right & bond amt. ,required, which is to remain in effect f~r as l~ng as th7 company does busine~s i~

<br />Jail ventilation ! Mr. Wieland provided an update on the jail ventilation. He stated that a great deal
<br />update Ihas been accomplished in that they are now able to p~ll in the cooler air at night.
<br />All twelve of the proposed windows have been installed, and the attic insulation will be
<br />I installed the week of August 15th. A written maintenance program is being established.
<br />
<br />Vouchers apprvd.' Mrs. Stanton moved and Mr. Larson seconded that Vouchers No. 35,959 through
<br />INO. 36,570 and Revenue Sharing Vouchers No. 360 through No. 362 be approved and ordered
<br />I paid. On roll call vote, the motion carried unanimously.

<br />Industrial Devel.i Dan O'Day, President, and Robert Everson, Executive Director of the Fargo-Cass County
<br />Corp. makes I Industrial Development Corporation presented a budget request in the amount of $25,000.00
<br />budget request [per year for five years. Mr. O'Day stated that the recent recession has resulted in a
<br />!net operating loss of $275,000.00 per year for the past'2 years. He quoted figures
<br />lion the number of community benefits that have been generated since 1970, and he stated
<br />that the Industrial Park has been essentially self-sufficient except when the economy
<br />: slowed down. The Cass County Commission will consider the request when they begin
<br />I their budget sessions in September.

<br />F-M Ambulance I Present from the F-M Ambulance Service, Inc. were Mr. P. C. Davidson and Mr. Pat
<br />,Service--Board !Murray. Mr. Wieland moved and Mrs. Stanton seconded to approve the change in ambulance
<br />approved change irate structuring as outlined in their correspondence dated July 28, 1983, which is in
<br />in rate struc- l'comPliance with Federal Medicare procedures. On roll call vote, the motion carried
<br />turing unanimously.

<br />Airport Authorityl The Commission, this morning, received the North Dakota Attorney General's opinion
<br />disc--Atty. Gen. I regarding Cass County's authority to levy taxes for airport purposes. A cover letter
<br />opinion recd. Iwas attached from Cass County States Attorney, Robert G. Hoy, stating that it appears
<br />! lawful for Cass County to levy up to 4 mills for the support of an airport authority
<br />! if the County Commission determines to do so. However, such a mill levy shall not apply
<br />! to any city, township, or park district that already has an airport levy in any amount.
<br />
<br />! Mr. Larson moved and Mrs. Stanton seconded that the Cass County Commission levy up to
<br />! 3 mills for the Fargo Airport Authority on the rest of the County that is not presently
<br />I levying to any airport authority. Upon discussion, several different views were expressed
<br />!by each of the Commissioners. It was decided to delay the matter one week until the
<br />!County Auditor can compile figures on how many taxing districts are not presently levying
<br />'1- to an airport authority ,and how much money would be generated by the three mil. Is .
<br />The motion and second were withdrawn.
