Motion carried. <br /> <br />Correspondence was received from the State Highway Department recommending the <br />installation of railroad crossing arms near Wheatland, North Dakota, at a cost to the County <br />of $8,500.00. The letter will be referred to the County Road Superintendent for his <br />; recommendation. <br /> <br />A letter was also received from the State Highway Departmenu stating that the bridge <br />: three miles east and two miles north of Kindred over the Sheyenne River on County Road 36 <br />is eligible for funding under the Bridge Replacement Program. Mr. Eckert stated that <br />:this project is on the County's proposed construction program for 1984. <br /> <br />County Court Judge Donald Cooke appeared before the Board regarding the retirement <br />of the Clerk of County Court, 'Doris K. Flaig. Upon his recommendation, Mrs. Stanton <br />moved and Mr. Larson seconded that Judge Cooke be authorized to hire one new employee, and <br />that Linda Rodgers be appointed as Clerk of the County Court and that Donna Lisburg- <br />be appointed Deputy Clerk; the salary adjustments to be made between Judge Cooke and <br />the County Auditor. On roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Sheriff Don Rudnick, Mr. Larson moved and Mrs. Stanton <br />seconded that the Chairman and the Auditor be authorized to sign the contract with the <br />City of Fargo relating to the housing of prisoners in the County Jail at the rate of <br />$10.00 per day per prisoner. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson reported on the meeting which he and Mrs. Stanton attended of the <br />iFargo Airport Authority. Consideration is now being given to remodeling Hector Airport <br />!Terminal rather than building a new terminal. The Commission has not received an opinion <br />from the Attorney General's Office on th~ir inquiry about assessing property in rural <br />Cass County. The matter will be placed on the agenda for next week. <br /> <br />Mr. Wieland reported on a meeting with an architect and an engineer to help improve <br />the jail ventilation. One recommendation from the engineer is to increase the <br />'attic insulation, and three informal bids were received. Mr. Larson moved and Mrs. Stanton <br />seconded to award the bid for attic insulation in the jail to the low bidder, Roggensack <br />Insulation, Inc., in the amount of $2,070.00 for an additional 8" of insulation. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that Commissioner Wieland be authorized <br />to spend up to $500.00 to have installed in the jail an electrical by-pass damper <br />to be thermostatically controlled, which will maintain a more even heat in the winter also. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland also mentioned that there is a device which has been shown to him <br />called Kool-Shade screens which could be installed on the outside of the Jail over the <br />glass block sections on the west side and on the glass block section on the south side. <br />He stated that it is designed to reflect the suns rays off of it in the summer time <br />but in the winter it would allow the rays to come in. Sheriff Don Rudnick was present <br />and questioned if there would be a problem with maintenance in keeping the screens clean. <br />He stated that the quality of air in the jail has been very much improved. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to spend up to $500.00 to install a <br />Kool-Shade screen on the one glass block section on the south side of the jail. Mr. Wieland <br />stated that he would like to wait one week to monitor the temperatures in this area <br />of the jail before it is installed so that the temperatures can be compared after it is <br />- installed. On roll call vote, the motion carried unanimously. Mr. Wieland stated that <br />the cooperation from the Sheriff's employees has been tremendous, and they have assisted <br />with some of the work that was necessary to improve the ventilation. <br /> <br />Mrs. Stanton reported that she spoke to the Fargo City Traffic Engineer regarding <br />the County's request for a traffic light or pedestrian crossing signal light on 2nd or 3rd <br />Avenue South and 10th Street, but Mr. Langness felt it would interfere with the traffic <br />flow and cause accidents. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />'ATTEST: <br /> <br />APPROVED: <br /> <br />~~L <br /> <br />'Duane E.
