Chairman Eckert called the meeting to order with four members present, Mr. Sondrall <br />Ibeing absent. <br />I <br />I'be Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />approved as written. Motion carried. <br /> <br />Jail contract : Discussion was held on the proposed contract with the City of Fargo for housing <br />with City of Fgo.iprisoners in the Cass County Jail. Mr. Larson suggested delaying the contract for one week <br />Ito discuss with the Sheriff the costs of operating the jail in relation to the rates <br />,being charged. <br /> <br />II, Mr. Larson moved and Mrs. Stanton seconded to reappoint Richard Hilborn to the <br />Cass County Housing Authority for a five year term to expire July 1, 1988. On roll call <br />!vote, the motion carried unanimously. <br />I <br />Cable TV services! Mr. Pete Sullivan again appeared regarding rural cable television services. <br />discussed for IHe stated that he has reviewed the County Road Department's utility permit forms, and <br />rural area lhis company would have no problem in complying with it. The Commission will require <br />II the cable television company to have a utility permit approved each time they are doing <br />,work in the County rather than granting a blanket approval for easements on County road <br />,right of way. The Commissioners questioned whether the $50,000.00 bond which the cable <br />I company has would be sufficient to cover potential damages to existing telephone and/or <br />!power cables. Bob Hoy, States Attorney, did not see where the County needs to adopt the <br />I' resolution proposed by Mr. Sullivan last week since the Commission will be approving the <br />utility permits individually. Mr. Hoy will prepare a suitable resolution for next week, <br />and the Commission will consider requesting' a larger bond. <br /> <br />Appt. to Hsng. <br />Auth. <br /> <br />Holmen 's Subd. <br />street improve- <br />ment districts <br />discussed <br /> <br />Raffle Permit t Mrs. Stanton moved and Mr. Larson seconded to approve the Application for a Raffle <br />for Kindred Wild-I Permit for the Kindred Wildlife Federation on the date of August 21, 1983, at the <br />life Federation I Kindred Mill Site Park. On roll call vote, the motion carried unanimously. <br /> <br />Fargo Northside: The Auditor read a letter from the Near Northside Neighborhood Association <br />Neighborhood IIOf the City of Fargo stating that they are implementing a corrective zoning proposal <br />Assn.--letter re: which includes the County's property at 57-11th Avenue North. Mr. Larson moved and <br />change in zoning IMrs. Stanton seconded to approve the corrective zoning proposal. On roll- call vote, <br />ithe motion carried unanimously. <br /> <br />Jail ventilation I Mr. Wieland reported on some changes that have been made in the County Jail <br />disc. I since last Tuesday to improve the air ventilation. He stated that the temperature <br />. is down by about 5 degrees. He read some recommendation~ from a testing firm who studied <br />I the ventilation system noting areas where it is not functioning according to its original <br />I design. Mr. Wieland will be consulting with an engineer and an architect in the morning <br />I regarding these recommendations from the testing firm, and a report will be made to the <br />Commission next Tuesday. <br /> <br />I Regarding the resolutions and engineering contracts for the special street <br />I improvement districts located in Holmen's 2nd Subdivision and Holmen's 3rd Subdivision <br />I which were created on July 12, 1983, by resolution of the Board of Cass County Commissioner& <br />I the States Attorney recommended not signing any documents until it is known that the . <br />jproject will proceed. The Commission has been receiving protests from some of the <br />I property owners, particularly in Holmen's 2nd Subdivision, which is the project <br />I involving the most expense. <br /> <br />I The petitions requesting the creation of the street improvement districts contained <br />I the signatures of 61% of the property owners located within the districts. The Commission <br />i suggested requiring support of at least 80% of the property owners before the County <br />I would approve such projects. Other areas of concern over such projects were also discussed. <br /> <br />I Duane Hoehn, County Auditor, suggested that the Commission adopt some guidelines <br />i prior to the date of the public hearing on these two street improvement districts which <br />I has been set for August 30, 1983, and that the project originators and the engineer <br />I be made aware of these guidelines after the Commission has agreed upon them. The matter <br />was referred to the States Attorney as Mr. Hoy stated that he will discuss the situation <br />with the City Attorneys of Fargo and West Fargo to review their procedures in establishing <br />, special assessment districts. <br /> <br />Committee reports were given. <br /> <br />On motion by Mr. Larson and seconded by Mr. Wieland, the meeting was adjourned. <br />
