Mrs. Stanton asked that the appointment <br />to the Fargo City Planning and Zoning Commission be delayed until next Tuesday <br />and the motion was amended to delete the appointment of Douglas Seiler to the <br />Fargo Planning and Zoning Commission. At the call for the question and on roll call <br />vote, the amended motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that the Cass County Social Services <br />Director be authorized to hire a replacement for a clerk-typist who is resigning. <br />On roll call vote, the motion carried unanimously. <br /> <br />A letter was received and filed from Mrs. Adeline Hartl thanking the County <br />Commissioners who participated in the Senior Citizen Centers bus tour about two weeks ago. <br /> <br />Mr. Sondrall reported that he is working on the placement of signs within the <br />Courthouse and the new addition to assist the public in finding the offices they need <br />to do business with. The Board commended the Buildings and Grounds De,partment <br />for the appearance of the Courthouse property. <br /> <br />Mr. Wieland brought up some parking problems around the Courthouse. He suggested <br />that the parking lot at the Juvenile Justice Center be crowned to avoid standing water <br />after a rain, and that the lot be paint striped for more efficient parking. <br />Mrs. Stanton stated that she will talk to the Fargo Traffic Engineer about a <br />pedestrian crossing signal on lOth Street at 2nd Avenue or 3rd Avenue South. Bob Hoy, <br />States Attorney, has previously visited with the Fargo Traffic Engineer concerning <br />parking on both sides of the avenues to the north and to the south of the Courthouse. <br />Parking is presently allowed on one side of the avenue only, and Mr. Roy was told <br />this procedure was followed due to snow removal problems during the winter. <br /> <br />Notification was received from the State Highway Department of a public hearing <br />to be held on June 23, 1983, to solicit views and comments on proposed rules to implement <br />section 105(f) of the Surface Transportation Act of 1982. Mrs. Stanton stated that <br />this section applies to the Minority Business Enterprise (MBE) and Women Business <br />Enterprise (WBE) which the Commission discussed earlier this morning whereby it was <br />recommended that the County accept a $17,000.00 higher bid for a bridge construction <br />project because the low bidder did not comply with the 8% MBE requirement. A letter <br />will be written to the State Highway DeRartment informing them of how the 8% requirement <br />affected one of Cass County's projects. <br /> <br />On motion by Mr. Sondrall and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JUNE 28, 1983 <br /> <br />i <br /> <br />presenJ <br />I <br /> <br />Chairman Eckert called the meeting to order and upon roll call, all members were <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Last week the Commission received a request from Daniel Pease for an approach on <br />County Road 17 north of West Fargo. At a meeting of the Cass County Planning Commission <br />this morning, the County Auditor read a letter from the Fargo Investment Company <br />, on behalf of Concordia College who owns the land of which Mr. Pease bought a parcel. <br />The letter stated that there are no future plans of developing the remaining area, <br />but that it may be sold to one individual for agricultural purposes. Concordia College <br />is agreeable to having an existing approach moved to the half-mile line at Mr. Pease's <br />expense as was recommended last week by Steve Grindberg, County Road Superintendent. <br />Mrs. Stanton moved and Mr. Larson seconded to grant approval to moving an approach on <br />County Road 17 in Section 19, Reed Township, to the half-mile line at the expense of <br />Mr. Daniel Pease. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Grindberg reported that recent rains have damaged some bridges in the County. <br />He recommended using the County Emergency Fund to repair four bridges located in Durbin, <br />Empire, Cornell and Hill Townships; and to replace two low water crossings which were <br />washed out at a total estimated cost of $60,000.00-$80,000.00. Mrs. Stanton moved and <br />Mr. Larson seconded that the Cass County Commission hereby declares an emergency <br />situation due to recent excessive rains, and that the County Emergency Fund be used <br />for the repair of the above mentioned 4 bridges and 2 low-water crossings. On roll call <br />vote, the motion carried unanimously. <br /> <br />Discussion was held regarding bridges in Durbin Township. Mr. Grindberg stated <br />that there are 3 bridges in the area of Sections 10-15, and he recommends replacing <br />one bridge across the Maple River, eliminating a bridge to the west which is on a branch <br />of the Maple River and eliminating a bridge on the Swan Creek at a total estimated cost <br />of $22,500.00.
