<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />60~3 <br /> <br />k..i!.HT-"ij"'";,,i_co.~i..iIlG'O;--,.~'D-. .~1;' <br /> <br />I <br />I <br />l Mr. Grindberg reported that he received a bill in the amount of $827.00 from the <br />!Northwestern Bell Telephone Company for damage done accidentally by the County ROad <br />[Department to a telephone cable while cleaning a drainage ditch along County Road 17. <br />iHe does not feel the County should be charged for the damage done to this cable because <br />(the County allows utility companies to place their cables on bridges and along <br />iCounty right of way without charging them a fee for the permits. He suggested adopting <br />ia fee schedule for issuing permits similar to what the State Highway Department does. <br />IMr. Wieland suggested that one of the Commissioners and Mr. Grindberg first discuss <br />ithe incident with the Northwestern Bell Telephone Company officials. <br /> <br />-I' <br /> <br />~W Bell Telephone <br />!submi ts bill to <br />!Rd. Carom. meetings <br />!The motion carried on roll call vote with four members voting "Aye" and Mr. Sondrall opposing'jeaCh week <br /> <br />Discussion was again held on health insurance benefits for County Commissioners. <br />'Mrs. Stanton moved and Mr. Wieland seconded that until such time that regular part-time <br />iemployees receive paid health insurance benefits, that the County not continue to pay <br />Ithe health insurance premiums for County Commissioners. The motion failed on roll call <br />:vote with Mrs. Stanton voting "Aye" and four members opposing. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that Commissioner Don Eckert be reappointed <br />to the Cass County Weed Control Board for a four-year term to expire July 1, 1987. <br />!The motion carried on roll call vote with four members voting "Aye" and Mr. Eckert <br />'passing his vote. <br /> <br />; Attorney Wayne Anderson presented petitions signed by about 1,103 residents of <br />:Cass County stating that they are opposed to being taxed to support a regional airport <br />'authority or the Fargo Municipal Airport Authority. It further stated that they petition <br />'the Cass County,Commission to reconsider its previous action supporting formation of a <br />'regional airport authority and further petition the Cass.County Commission to withdraw <br />iits support and rescind its motion to participate in any such regional airport authority. <br />iMr. Anderson stated that more specifically, the petitioners are opposed to building a new <br />iairport terminal at Hector Airport in Fargo as it was proposed. There is still interest <br />lin pursuing alternative types of financing but they are opposed to the flat tax of <br />,four mills in support of the airport. <br /> <br />Commissioner Larson felt that the expense of Hector Airport should be spread among <br />'all of the residents of Cass County, and Mrs. Stanton stated that the airport benefits <br />'all of Cass County and not just Fargo residents. <br /> <br />Fargo City Commissioner Sid Cichy stated that with the down-turn in the economy, <br />'there was a down-turn in the airlines industry; and the Fargo Airport Authority is <br />,taking another look at their previous projections which were made in the early 1970's. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the Cass County States Attorney <br />request an Attorney General's opinion on whether Cass County can assess any park district, <br />'city or township that is already levying to an airport authority but not levying the total <br />four mills as allowed by State law. On roll call vote, the motion car~ied-unanimously. <br /> <br />Upon the request of Tom Jensen, County Social Services Director, Mr. Larson moved <br />,and Mr. Sondrall seconded that Mr. Jensen be authorized to hire a staff replacement <br />'for the Adult Service Unit Supervisor who is leaving the County's employment. <br />iOn roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following <br />'Officer's Reports for May: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br /> <br />$ 3,733.50 <br />$27,718.67 <br />$10,156.00 <br />$ 8,657.50 <br /> <br />The County Auditor reported that the city officials from Fargo and West Fargo have <br />agreed to contribute to Cass County for the purchase of the new electronic voting system <br />from A.I.S., Inc. in the amount of $50,000.00 from the City of Fargo and $5,000.00 from <br />,the City of West Fargo payable according to the terms worked out between each of the <br />City Auditors and Duane Hoehn, County Auditor.
