PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA 60~3 k..i!.HT-"ij"'";,,i_co.~i..iIlG'O;--,.~'D-. .~1;' I I l Mr. Grindberg reported that he received a bill in the amount of $827.00 from the !Northwestern Bell Telephone Company for damage done accidentally by the County ROad [Department to a telephone cable while cleaning a drainage ditch along County Road 17. iHe does not feel the County should be charged for the damage done to this cable because (the County allows utility companies to place their cables on bridges and along iCounty right of way without charging them a fee for the permits. He suggested adopting ia fee schedule for issuing permits similar to what the State Highway Department does. IMr. Wieland suggested that one of the Commissioners and Mr. Grindberg first discuss ithe incident with the Northwestern Bell Telephone Company officials. -I' ~W Bell Telephone !submi ts bill to !Rd. 'Mrs. Stanton moved and Mr. Wieland seconded that until such time that regular part-time iemployees receive paid health insurance benefits, that the County not continue to pay Ithe health insurance premiums for County Commissioners. The motion failed on roll call :vote with Mrs. Stanton voting "Aye" and four members opposing. Mrs. Stanton moved and Mr. Larson seconded that Commissioner Don Eckert be reappointed to the Cass County Weed Control Board for a four-year term to expire July 1, 1987. !The motion carried on roll call vote with four members voting "Aye" and Mr. Eckert 'passing his vote. ; Attorney Wayne Anderson presented petitions signed by about 1,103 residents of :Cass County stating that they are opposed to being taxed to support a regional airport 'authority or the Fargo Municipal Airport Authority. It further stated that they petition 'the Cass County,Commission to reconsider its previous action supporting formation of a 'regional airport authority and further petition the Cass.County Commission to withdraw iits support and rescind its motion to participate in any such regional airport authority. iMr. Anderson stated that more specifically, the petitioners are opposed to building a new iairport terminal at Hector Airport in Fargo as it was proposed. There is still interest lin pursuing alternative types of financing but they are opposed to the flat tax of ,four mills in support of the airport. Commissioner Larson felt that the expense of Hector Airport should be spread among 'all of the residents of Cass County, and Mrs. Stanton stated that the airport benefits 'all of Cass County and not just Fargo residents. Fargo City Commissioner Sid Cichy stated that with the down-turn in the economy, 'there was a down-turn in the airlines industry; and the Fargo Airport Authority is ,taking another look at their previous projections which were made in the early 1970's. Mr. Larson moved and Mrs. Stanton seconded that the Cass County States Attorney request an Attorney General's opinion on whether Cass County can assess any park district, 'city or township that is already levying to an airport authority but not levying the total four mills as allowed by State law. On roll call vote, the motion car~ied-unanimously. Upon the request of Tom Jensen, County Social Services Director, Mr. Larson moved ,and Mr. Sondrall seconded that Mr. Jensen be authorized to hire a staff replacement 'for the Adult Service Unit Supervisor who is leaving the County's employment. iOn roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to receive and file the following 'Officer's Reports for May: Motion carried. Clerk of Court County Court Register of Deeds Sheriff Veterans Service Office $ 3,733.50 $27,718.67 $10,156.00 $ 8,657.50 The County Auditor reported that the city officials from Fargo and West Fargo have agreed to contribute to Cass County for the purchase of the new electronic voting system from A.I.S., Inc. in the amount of $50,000.00 from the City of Fargo and $5,000.00 from ,the City of West Fargo payable according to the terms worked out between each of the City Auditors and Duane Hoehn, County Auditor. Mrs. Stanton suggested writing a letter to Fargo and West Fargo thanking them for their cooperation and contribution.
