<br />A second letter was received from Donna Lays, County Social Services employee,
<br />requesting reimbursement from Cass County for health insurance premiums which she
<br />has paid on her own since changing from full time to a part time employee 2~ years, ago.
<br />Mr. Larson moved and Mr. Wieland seconded to write a letter to Donna Lays informing her
<br />that the County's policy is that part-time employees are not eligible to receive
<br />County-paid insurance benefits. On roll call vote, the motion carried unanimously.
<br />
<br />The question again came up on the eligibility of the County Commissioners to
<br />receive health insurance benefits paid by the County. Mrs. Stanton moved and Mr. Larson
<br />seconded that an Attorney General's opinion be requested on whether County Commissioners
<br />are considered full time or part time. On roll call vote, the motion carried unanimously.
<br />
<br />Regarding informal bids received last week by Mr. Sondrall for repair work at the
<br />Juvenile Justice Center building, Mr. Larson moved and Mr. Wieland seconded to authorize
<br />an expenditure of $1,350.00 for exterior plywood and installation of vents to alleviate
<br />a moisture problem. On roll call vote, the motion carried unanimously.

<br />Mr. Larson moved and Mrs. Stanton seconded that the County Social Services Department
<br />be authorized to hire replacements for one secretary and one receptionist who are
<br />resigning. On roll call vote, the motion carried unanimously.
<br />
<br />The Commission tabled a request for out of state travel by Tom Jensen, County Social
<br />Services Director, to attend a Child:Abuse Seminar in Washington, D.C.
<br />
<br />Committee reports were given.
<br />
<br />Frank Fahrlander, Fargo City Audi~or, and Mike McLeod, West Fargo City Auditor,
<br />were present to discuss sharing in th~ cost w~th Cass County for a new voting system
<br />since the present lever-type machines may be obsolete for the next Presidential Election.
<br />The Commission suggested that the two City Auditors and the County Auditor form a
<br />committee to discuss the cost-sharing.
<br />
<br />Mrs. Stanton moved and Mr. ,Larson seconded that Cass County proceed with a
<br />five year lease-purchase agreement on an electronic voting machine system from
<br />A.I.S. Systems, Inc. consisting of two electronic scanners and one accumulator at a
<br />cost of $124,733.00, less $20,000.00 trade-in on the lever-type machines. On roll call
<br />vote, the motion carried unanimously.

<br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned.

<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />Chairman Eckert called the meeting to order and four members were present,
<br />Mr. Sondrall being absent.
<br />
<br />I Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />It was reported that the County Road Department will be removing all spring road
<br />Irestrictions on May 31st.
<br />

<br />i Tom Jensen, County Social Services Director, was present regarding a request last week
<br />Ithat he be authorized to attend a conference in Washington, D.C. The Board delayed action
<br />last week, but Mr. Jensen stated that the conference begins this evening and ends Thursday.
<br />[He stated that Cass County is the only County in the State that has an in-home special
<br />itreatment grant, and the cost of the trip will be paid from the grant. Mrs. Stanton
<br />Istated that her concern is that Mr. Jensen will be spending time when he returns from
<br />,Washington disseminating information from the seminar to State agencies and other counties.
<br />iMr. Jensen stated that he does not anticipate a great deal of time in sharing the
<br />I information.

<br />I. Mr: Larson moved and Mr. Wieland seconded to authorize Tom Jensen to attend a seminar
<br />,In Washlngton, D.C. on May 24th-26th, 1983. On roll call vote, the motion carried with
<br />ithree members voting "Aye" and Mrs. Stanton opposing.

<br />I Hearings were held on several Applications for Abatement and Settlement of Taxes.
<br />Clarence Miller, County Director of Tax Equalization, reviewed each application and made'
<br />a recommendation to the County Commission.
<br />
<br />. Mrs. Stanton moved and Mr. W~eland seconded to approve the Application for Abatement
<br />10f'Taxes submitted by Lynn L. Heller, as recommended by Mr. Miller. On roll call vote,
<br />the motion carried unanimously.
