<br />Mrs. Stanton received a letter from the North Dakota State Histor~cal Society
<br />regarding Cass County's interest in applying for Federal funds to assist in the
<br />renovation of the Courthouse Bell Tower. The letter states that the funds can only be
<br />used in public or private buildings which are formally listed in the National Register
<br />of Historic Places, and this must be done by January 1, 1984. If the County wishes to be
<br />considered for the funding, they must complete an application for funds by May 10, 1983.

<br />Mrs. Seanton moved and Mr. Larson seconded that the Commission make a request that
<br />the Cass County Courthouse be placed on the National Register of Historic Places, and that
<br />the proper forms be completed. Discussion followed in which Architect Richard Moorhead
<br />stated that about $300,000.00 will be available throughout the whole State of North Dakota,
<br />I but he felt that the Courthouse would be worthy of the funding. He stated that this
<br />I could restrict or limit some of the things the Commission might want to do to the building,
<br />, but Mrs. Stanton felt this would be true only if Federal funding is used for some type
<br />Ii of project. At the call for the question and upon roll call vote, the motion carried
<br />. unanimously.

<br />rep'l Mr. Bob Hoy, States Attorney, was appointed by the County's elected officials
<br />I for a two-year term to attend the annual meeting of the North Dakota Association of Counties
<br />I

<br />Gordon Sletmoe, Disaster Emergency Services Director, stated that he will be meeting
<br />with each of the County departments to explain a plan for County employees to follow
<br />in the case of a tornado warning.

<br />Disc. on moving The Board discussed the possibility of moving the Veterans Service Office from the
<br />VSO from the Icass County Annex into the Juvenile Justice Center. Mr. John Meyer, Veterans Service
<br />Cass County Annex Officer, was present and stated that he would object very strongly to being moved.
<br />iHe stated that he has a lot of common clients with the Social Services Department
<br />I'WhO is also located at the Cass County Annex. Also, he has a lot of clients who are
<br />within walking distance right now of the present office space. Mr. Wieland asked
<br />11M:. Meyer to provide the commission,with figure~ on how many people live within walking
<br />d~stance now and how many would be ~f the locat~on were changed to the Juvenile Center.
<br />The matter will be delayed for two weeks.

<br />Juvenile Super- [ Mr..Art Lieb, Juvenile Supervisor, was present and handed out copies of a report
<br />visor gives stat- !of statistics on juvenile delinquent cases they have handled. In regard to the possibility
<br />istical report jof moving the Veterans Service Office to the Juvenile Justice Center building, Mr. Lieb
<br />ifelt that by trying to solve one problem, the Commission may be creating other problems,
<br />I such as rest-room facilities, by putting more people in that building.

<br />I Mr. Jack Hilleboe was present representing the F-M Homebuilders Association.
<br />iHe spoke on a new bill passed by the State Legislature enabling counties and cities
<br />ito grant a two-year exemption on general property taxes on new residential construction
<br />Ibeginning.a~ter March 31, ~98~. The ~ommission ask~d ~he States Attorney to check into
<br />!the legalltles of the Commlsslon placlng some restrlctlons on the exemptions rather than
<br />lhaving a blanket exemptio~.. ~or ins~ance, Mr. Wieland sugges~ed that the exemption
<br />not apply to any new subd~v~s~ons be~ng developed but to prov~de incentive for
<br />Iconstruction in the many existing subdivisions.

<br />I Cla~e~ce Mi~ler, County D~recto: of Tax E~uali~ation, stated that he could see some
<br />real adm~n~strat~ve problems w~th th~s new leg~slat~on, and he felt it could cause a
<br />tax burden on small cities and school districts. Until some guidelines are set by the
<br />State, Mr. Miller urged the County Commission to move very cautiously. The matter
<br />will be placed on the agenda again for next week.
