H:,,,'__2211-'!!l. . <br /> <br />=--- -_._=-===--=.:.--~~--: <br /> <br />Upon the request of Rudy Sigmund, gaming manager for the Epilepsy Foundation of <br />North Dakota, Mrs. Stanton moved and Mr. Larson seconded to grant a Site Authorization <br />Permit to the Epilepsy Foundation of North Dakota to hold games of chance at the <br />Shamrock Tavern near Casselton, effective through June 30, 1983. On roll call vote, <br />the motion carried unanimously. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Officer <br /> <br />$ 3,752.00 <br />$19,238.03 <br />$ 8,866.00 <br />$ 7,152.70 <br /> <br />The Board discussed the possibility of moving the County Superintendent of Schools <br />Office from the Cass County Annex to the Juvenile Justice Center or the Courthouse, <br />and the space she occupies at the Annex could be utilized by the Social Services Department. <br /> <br />Mr. Todd Urosevich from American Information Systems, Inc. was present to demonstrate <br />a new type of voting system utilizing paper ballots and specialized equipment for <br />counting ballots and one unit for accumulating totals. He recommended that Cass County <br />have at least two machines for counting, but three would be desirable if the County had <br />to use two ballots instead of one. Ballots are counted at the rate of 6,000 to 8,000 <br />per hour on each machine. <br /> <br />The County Auditor received a copy of an Attorney General's opinion from Ben Meier, <br />Secretary of State, regarding the lever-type voting machines that Cass County presently has. <br />It is the opinion of the Attorney General that Cass County cannot use the lever voting <br />machines during the next Presidential Election if there are more than nine candidates <br />running for the office of President. <br /> <br />Mr. Urosovich offered to pay $20,000.00 in trade for Cass County's lever-type <br />voting machines if the County were to purchase this new voting system from A.I.S., Inc. <br /> <br />Mr. Wieland suggested contacting other local governmental entities to see who <br />might be interested in using this new voting system for their own elections, thus helping <br />the County to absorb some of the costs. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to authorize Halmrast Professional <br />Window and Janitorial Services Company to wash the windows in the Courthouse Addition <br />and at the Cass County Annex at a cost of $415.00. On roll call vote, the motion <br />carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />APRIL 19, 1983 <br /> <br />Cha~rman Eckert called the meeting to order and upon roll call, all members were present <br /> <br />Mr. Larson moved and Mr. Wieland seconded that the minutes of the previous meeting <br />be approved 'as corrected. Motion carried. <br /> <br />Dance Permit for Mr. Larson moved and Mrs. Stanton seconded to approve the Application for a <br />W.F. Police Assn.' Dance Permit for the West Fargo Police Association on the date of April 22, 1983, at the <br />Red River Valley Fairgrounds. Services I <br />Community surviv-I <br />al Program disc. <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />j <br /> <br />The County Auditor reported that a study was made by the Northern States Power <br />Company on the electrical motors for the heating controls, etc. at the Cass County Juvenile <br />Justice Center. The study revealed that the County could save about $537.00 per year <br />by installing capacitors at an estimate of $2,090.00 submitted by Dakota Electric. <br />Mr. Sondrall moved and Mr. Larson seconded to delay the above matter until budget time. <br />On roll call vote, the motion carried unanimously. <br /> <br />A lengthy discussion was held on hiring one additional employee and the location of <br />office space for the Social Services' Community Survival Program. Several members of the <br />County Social Services Board were present. Mrs. Stanton stated that she is not opposed <br />to the program but felt that maybe it needs to be run more effectively. She stated that <br />she is not in favor of paying rent for office space. <br />
