MARCH 22, 1983 <br /> <br />I Chairman Eckert called the meeting to order and three members were present, <br />IMr. Sondrall and Mr. Larson being absent. <br />I <br />I Mrs. Stanton moved and Mr. Wieland seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Houston Eng. to I i Steve Grindberg, County Road Superintendent, recommended that the Commission sign <br />be paid addtl. the Supplementary Agreement with the Houston Engineering Company for them to receive <br />eng. fees on a iadditional fees on a 1979 flood damage project at Tower City. Mr. Grindberg stated <br />1979 flood damagelthat the Federal Highway Administration audited their books and found that Houston <br />project at Tower [Engineering is entitled to an additional $2,000.00 in engineering fees, and the amount <br />City 'I 'will be 100% funded by the Federal Highway Ad,ministration. Mrs. Stanton moved that the <br />Chairman be authorized to sign the above agreement. Mr. Wieland seconded the motion <br />,for discussion. After further discussion, the motion carried on roll call vote with <br />iMrs. Stanton and Mr. Wieland voting "Aye" and Mr. Eckert opposing. <br /> <br />! Mrs. Stanton moved and Mr. Wieland seconded to appoint Mr. Roger Larson of West Fargo <br />co.lto the Cass County Housing Authority to complete the unexpired term of the late <br />IMr. Alan Dipple, said term ending July 1, 1985. On roll call vote, the motion carried <br />I unanimously. <br />, <br /> <br />~isc. on health i The Employees' C?mm~ttee on group health insurance appeared before the Board to <br />~nsurance for [propose that the Commlss~on not drop the endorsements whlch are currently under the <br />Co. employees-- ibasic policy but that the employees pay a monthly amount toward the cost of the <br />Commission agreeSI'endorsements of $2.00 on the single policy, $4.00 on the single with dependents and <br />to keep the $5.00 on the family policy. <br />endorsements for <br />April with the i Mr. Steve Schneider was present representing the union employees of the Sheriff's <br />employees paying [Department, and he stated that they have agreed to amend the union contract with the <br />a portion I'county by also paying the above amounts each month toward the cost of the endorsements <br />as they are currently in effect. <br />! <br /> <br />__A = <br />_':."IQ~.' ~~.~".~~"_~_~?~:.!~_".Q_~!1:.3..'.~~~_t.!I______.__________.__..__.____.___.._,_~__.____..___._.._,_~.___~ ......._...__.A.___.__.... <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />Appt. of Roger <br />Larson to Cass <br />Housing Auth. <br /> <br />'Corres. from <br />Donna Lays re: <br />County health <br />insurance bene- <br />fits <br /> <br />, The Commission did not wish to make a decision today since two of. the members <br />iare not present, but the County Auditor stated that a decision must be reached in order <br />!to deduct the proper amount from the payroll checks which will be written this week. <br /> <br />I Mr. Wieland moved and Mrs. Stanton seconded to-incLude the health insurance <br />iendorsements under the basic Blue Cross-Blue Shield policy for the month ,of April <br />I with the employees paying $2.00 on the single policy, $4.00 on the single with dependents <br />I and $5.00 on the family policy; and that the matter be addressed again when a full Board <br />is present. On roll call vote, the motion carried unanimously. <br /> <br />i The Commission received a letter from Donna Lays, County Social Services employee; <br />I requesting that she be allowed to receive County-paid insurance benefits and that the <br />I County reimburse her for $1,762.00 in premiums which she has paid since she began working <br />I part-time instead of full-time about 2~ years ago. She feels that some County employees <br />are receiving health insurance benefits who are also working part-time; and she questioned <br />the eligibility of the County Commissioners who are receiving such benefits. <br /> <br />I The County Auditor stated that a policy was set by the County Commission in 1970 <br />which states that only full-time County employees will be eligible to join the group <br />health insurance plan. A full-time employee was then defined as one who works a <br />minimum of 30 hours per week. Mrs. Stanton felt that the County was following policy <br />where Donna Lays is concerned, but she stated that the question remains whether the <br />policy was followed in regard to the County Commission. <br /> <br />Arch. auth. to <br />advertise for <br />bids on tower <br />restoration <br /> <br />i Mr. Eckert felt that the Commission should be regarded the same as a number of other <br />i elected officials where the law does not say anything about the number of hours they have <br />! to work but assuming that they are considered full-time. This matter will be addressed <br />! again when all five Commissioners are present. <br />I <br />I <br />Architects Irv Holman and Richard Moorhead presented drawings and specifications <br />for the restoration of the Courthouse bell tower area. Mrs. Stanton moved and Mr. Wieland <br />seconded to authorize the Architects to advertise for bids for the Courthouse tower <br />restoration and re-roofing the Courthouse. On roll call vote, the motion carried <br />unanimously. <br /> <br />Arch. informed <br />of problem with <br />acoustics in 3rd <br />floor Courtroom <br /> <br />Mr. Wieland stated that he was informed by the District Court Judges that there <br />, is still a problem with the acoustics in the new Courtroom on the third floor of the <br />I Courthouse Addition. Architect Moorhead stated that he will review the situation <br />i with the Judges and report back to the Commission. <br /> <br />I <br />
