Mrs. Stanton also mentioned that at one time the Commission <br />was approached by Cass County Electric Co-op regarding off-peak heating, and she <br />suggested that the committee pursue investigation in this area also. <br /> <br />Mr. Wieland stated that he and Ruth Hellem, Clerk of the District Court, met <br />.with the County's computer programmer to discuss use of the computer system in her <br />department. Last week, Mrs. Hellem requested authorization to replace one employee <br />who has resigned. Mr. Wieland stated that it is apparent that use of the comput.er <br />would not be of assistance to her in the area where she now needs a replacement. <br /> <br />Mr. Wieland moved and Mrs. Stanton seconded that Mrs. Hellem be authorized to <br />hire a replacement for an employee who has resigned. On roll call vote, the motion <br />carried unanimously. <br /> <br />Regarding the computer system, Mr. Wieland stated that the District Court Judges <br />and Mrs. Hellem agreed that there would be some possibilities of using the computer system <br />in the area of the child support collections; and also the States Attorney's office is <br />interested in the possible use of the computer system for restitution matters. <br />Mr. Wieland stated that it would cost about $200.00 for the computer programmer to <br />investigate the use of the system for the office of the Clerk of Court and the <br />States Attorney and to advise them of the cost of the necessary programming. <br /> <br />Present at the meeting was Mrs. Joyce Holm, and the Commission welcomed her as the <br />newly elected County Superintendent of Schools. <br /> <br />The Board continued discussion on possibly creating the position of an <br />Administrative Assistant. Due to the County's present hiring freeze and budget <br />deficit, the Board took no action to create the position at this time but suggested <br />discussing it further during preparations for the 1984 budget. <br /> <br />Mr. Larson moved and Mr. Wieland se~onded to grant renewal for a 1983 <br />Beer License for the Minn-Kota Racing Association at the Red River Valley Fairgrounds <br />in Mapleton Township. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the delinquent general taxes <br />for five years be cancelled on the following property. in the City of Fargo, and that <br />the said property be sold to the City of Fargo for $1.00 per lot, with the hope that <br />the City can get the property back on the tax rolls: On roll call vote, the motion <br />carried unanimously. <br /> <br />Bohnsack's 2nd Addition--North 3' of South 8' of Lot 21, Block 8 <br />College 2nd Addition-- Lot 23 and 24, Block 16 <br />Morton & Doty Addition--North 4.68' of South 16.68' of Lot 21, Block 8 <br /> <br />Discussion was opened by Robert Hay, States Attorney, on the bid received last week <br />from Lincoln National Life for the Time Insurance Company to furnish group health <br />insurance for County employees. Mr. Hoy stated that a letter was received at the time <br />of the bid opening, but the actual bid did not arrive until 2:30 P.M. on January 11, 1983. <br />At 10:00 A.M. on this daye, the Board received only one other bid--that of Blue Cross <br />and Blue Shield who presently furnishes employee health coverage. <br /> <br />Mr. Hoy stated that the State law does not require the County to bid on health <br />insurance coverage so it is his opinion that the County Commission is not bound by <br />the requirements of the law regarding the formalities of bidding. On roll call vote, <br />the motion carried unanimously.
