Motion carried. <br /> <br />Six bids were received and opened at 9:15 A.M. for a new shop building at Davenport <br />to house County maintenance equipment. Mrs. Stanton moved and Mr. Hendrickson seconded <br />that the following bids be referred to the Engineer, Harold Halvorson, and to the <br />County Road Superintendent for evaluation and recommendation: On roll call vote, the <br />motion carried unanimously. <br /> <br />Advance Structures, Inc. <br />Capital Enterprises, Inc. <br />Diversified Builders <br />Gateway Builders <br />Hammer & Nail Contracting, Inc. <br />Olaf Anderson & Son Construction <br /> <br />Base Bid <br /> <br />$56,845.00 <br />54,400.00 <br />47,380.00 <br />39,200.00 <br />53,800.00 <br />48,700.00 <br /> <br />Mr. Harvey Rickert appeared before the Board regarding rural garbage hauling services <br />in Cass County. He stated that he has several accounts in Cass County, and he is not <br />trying to run someone else out of business as has been implied at previous Commission <br />meetings. He stated that he is speaking on behalf of six independent garbage haulers <br />and they are each trying to run a business of their own and working to keep rates down <br />and doing a good service. <br /> <br />Chairman Wold stated that the Commission's concern was that the garbage is being <br />picked up and properly hauled and disposed of in an approved landfill. As requested <br />by the Board last week, the States Attorney presented copies of a proposed new application <br />for a Cass County Solid Waste Hauling Permit. He stated that one change would be the <br />addition of a Disposal Site Authorization Form requiring the solid waste hauler to have <br />written authorization from an approved landfill site for proper disposal of solid wastes <br />originating in Cass County. The matter will be delayed for one week to allow the <br />Commission time to review the proposed new application. <br /> <br />Mr. Eckert moved and Mr. Larson ~econded to appoint Mrs. Stanton to represent <br />the Cass County Commission on the Advisory Council of the Southeast Human Service Center <br />and to reappoint Mr. Patrick Curran and Mr. Roger Schwinghammer, all for two year terms <br />to expire January 1, 1985. On roll call vote, the motion carried unanimously. <br /> <br />The following bids were received and opened at 10:00 A.M. for the Courthouse <br />insulation project~ <br /> <br />Mehl's Insulation <br />Roggensack Insulation, Inc. <br /> <br />$15,950.00 <br />$20,559.00 <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to refer the bids for insulation to the <br />Architect, Irv Holman, for tabulation and recommendation next week. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that Architect Irv Holman <br />to make a further study of a crack in the wall on the second floor of the <br />and to consult a soils specialist if he determines that it is necessary. <br />vote, the motion carried unanimously. <br /> <br />be authorized <br />Courthouse, <br />On roll call <br /> <br />Mr. Harold Halvorson reported back to the Commission that he discussed the bid opening <br />with Steve Grindberg, County Road Superintendent, for a new County shop building at <br />Davenport. Their recommendation was to accept the low bid of Gateway Builders for <br />the base bid of $39,200.00 and the two alternates for an additional $2,887.00. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded to accept the low bid and the <br />two alternates from Gateway Builders for a new shop building at a total cost of <br />$42,087.00. At the call for discussion, Mr. Larson suggested a pole type building <br />which would be less expensive than the steel-beamed structure. Mr. Eckert stated <br />that he has investigated prices on both wood and steel and he has found there is not much <br />of a difference in price, and he would prefer the steel building. However, he stated <br />that he is not completely satisfied with the bid price. Mr. Hendrickson and Mrs. Stanton <br />felt that if the Commission were to readvertise for bids, it would take at least another <br />30 days for advertising thus delaying the construction of the building with no guarantee <br />that the bids would be lower. At this time, Mr. Hendrickson called Mr. Grindberg, <br />who could not be present, and was informed that County Road Department employees could do <br />the work involved in the alternate bids.
