I REGULAR MEETING OF CASS COUNTY COMMISSIONERS NOVEMBER 16, 1982 Chairman Wold called the meeting to order and upon roll call, all members were present. Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as written. Motion carried. Six bids were received and opened at 9:15 A.M. for a new shop building at Davenport to house County maintenance equipment. Mrs. Stanton moved and Mr. Hendrickson seconded that the following bids be referred to the Engineer, Harold Halvorson, and to the County Road Superintendent for evaluation and recommendation: On roll call vote, the motion carried unanimously. Olaf Anderson & Son Construction Base Bid $56,845.00 54,400.00 47,380.00 39,200.00 53,800.00 48,700.00 Mr. Harvey Rickert appeared before the Board regarding rural garbage hauling services in Cass County. He stated that he has several accounts in Cass County, and he is not trying to run someone else out of business as has been implied at previous Commission meetings. He stated that he is speaking on behalf of six independent garbage haulers and they are each trying to run a business of their own and working to keep rates down and doing a good service. Chairman Wold stated that the Commission's concern was that the garbage is being picked up and properly hauled and disposed of in an approved landfill. As requested by the Board last week, the States Attorney presented copies of a proposed new application for a Cass County Solid Waste Hauling Permit. He stated that one change would be the addition of a Disposal Site Authorization Form requiring the solid waste hauler to have written authorization from an approved landfill site for proper disposal of solid wastes originating in Cass County. The matter will be delayed for one week to allow the Commission time to review the proposed new application. Mr. Eckert moved and Mr. Larson ~econded to appoint Mrs. Stanton to represent the Cass County Commission on the Advisory Council of the Southeast Human Service Center and to reappoint Mr. Patrick Curran and Mr. Roger Schwinghammer, all for two year terms to expire January 1, 1985. On roll call vote, the motion carried unanimously. The following bids were received and opened at 10:00 A.M. for the Courthouse insulation project~ Mehl's Insulation Roggensack Insulation, Inc. $15,950.00 $20,559.00 Mr. Larson moved and Mrs. Stanton seconded to refer the bids for insulation to the Architect, Irv Holman, for tabulation and recommendation next week. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded that Architect Irv Holman to make a further study of a crack in the wall on the second floor of the and to consult a soils specialist if he determines that it is necessary. vote, the motion carried unanimously. be authorized Courthouse, On roll call Mr. Harold Halvorson reported back to the Commission that he discussed the bid opening with Steve Grindberg, County Road Superintendent, for a new County shop building at Davenport. Their recommendation was to accept the low bid of Gateway Builders for the base bid of $39,200.00 and the two alternates for an additional $2,887.00. Mr. Hendrickson moved and Mrs. Stanton seconded to accept the low bid and the two alternates from Gateway Builders for a new shop building at a total cost of $42,087.00. At the call for discussion, Mr. Larson suggested a pole type building which would be less expensive than the steel-beamed structure. Mr. Eckert stated that he has investigated prices on both wood and steel and he has found there is not much of a difference in price, and he would prefer the steel building. However, he stated that he is not completely satisfied with the bid price. Mr. Hendrickson and Mrs. Stanton felt that if the Commission were to readvertise for bids, it would take at least another 30 days for advertising thus delaying the construction of the building with no guarantee that the bids would be lower. At this time, Mr. Hendrickson called Mr. Grindberg, who could not be present, and was informed that County Road Department employees could do the work involved in the alternate bids. The above motion and second were withdrawn.
