Mrs. Stanton moved that the Cass County Commission levy four mills on the County <br />iEmergency Poor Fund. After discussion, the motion failed for lack of a second. <br /> <br />Mr. Hendrickson moved and Mr. Eckert seconded to adopt the 1983 County Budget <br />as adjusted by the County Board. On roll call vote, the motion carried with four members <br />voting "Aye" and Mrs. Stanton opposing. <br /> <br />Mr. Bob Rust was present at the Board's request regarding the letter received <br />last week from Warner Insurange Company. The Board took no action to change their decision <br />o~ July 29, 1982, awarding the bid for County insurance to the Dawson-Watson Insurance <br />; Company. <br /> <br />On motion by Mrs. Stanton and seconded by Mr. Larson, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />OCTOBER 12, 1982 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Hendrickson moved and Mr. Eckert seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the Chairman be authorized <br />to sign the Right of Way Certificate and the Construction and Maintenance Agreements <br />for bridge replacement on the Sheyenne River one-half mile south and one mile west <br />of Horace, which is scheduled for State Highway Department bid letting on November 19th, <br />the funds to be 80% Federal and 20% County. On roll call vote, the motion carried <br />unanimously. <br /> <br />Steve Grindberg, County Road Superintendent, stated that he would like to construct <br />a 40' by 50' steel building for a County shop in the City of Davenport to replace the one <br />!which was damaged during a wind storm. He reported that the City of Davenport will donate <br />'33' of property and there is another 25' along side which the County could purchase <br />for $250.00. He hopes to sell the lot which the County presently owns for $250 <br />and there would be no added expense for the land in relocating the County Shop at Davenport. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that Mr. Grindberg be authorized <br />to sell the existing County lot in the City of Davenport and to purchase another lot <br />for $250.00. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that Mr. Grindberg be authorized to hire <br />a contractor to poor a cement floor for a new County shop at Davenport, and that he be <br />. authorized to advertise for bids on the building. On roll call vote, the motion <br />, carried unanimously. <br /> <br />The Commission reviewed the list of land forfeited to the County for unpaid taxes. <br />Mrs. Stanton moved and Mr. Larson seconded to reappraise the property in Harwood Township <br />which was not sold at a previous tax sale at one-half of the general taxes; and that <br />the balance of the property be appraised at the total amount of delinquent taxes <br />that are against it. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the following Officer's Reports <br />for September be received and filed: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 3,360.00 <br />$27,614.50 <br />$ 8,831.50 <br />$14,458.75 <br /> <br />County Court Judge Donald Cooke appeared for discussion on how his salary is computed, <br />and the Auditor explained the procedure that was followed for pay increases for <br />, Judge Cooke since he was first appointed. <br /> <br />The Commission received copies of the Sheriff employees' union contract for 1983. <br />Mr. Eckert asked to delay the renewal for one week. <br /> <br />Mr. Eckert moved and Mr. Hendrickson seconded to grant a permit to Reed-Johnson Hall <br />from the North Dakota State University to hold a public dance on the date of October 23, <br />1982, at the Commercial Building, Red River Valley Fairgrounds. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Eckert seconded that the County Auditor be authorized <br />to pay the Architects Clark, Holman and Moorhead an amount of $7,949.69 for work on <br />Phase III, Courthouse window replacement.
