Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be,approved as written. Motion car~ied. Upon the recommendation of fmoved and Mrs. Stanton seconded Telephone Company to bury cable (and Section 6, Barnes Township. Steve Grindberg, County Road Superintendent, Mr. Larson to grant a utility permit to the Northwestern Bell along County Road 10 in Section 31, R~ed Township On roll call vote, the motion carried unanimously. Mr. Arnold Larson from Fargo Township was present to request an approach on County Road 20 north of Fargo. The County Road Superintendent stated that the plat has not been approved in the area where they are requesting an approach, and Mr. Grindberg feels the plat of the entire area should be approved before the approach is established. Mr. Larson moved and Mrs. Stanton seconded that the Cass County Commission approve an approach on County Road 20, subject to the approval of the Fargo Planning Commission and the Cass County Planning Commission. On roll call vote, the motion carried unanimously. Clarence Miller, County Director of Tax Equalization, appeared before the Board to continue the abatement hearing for Mrs. Mary Ann'Armbrust for property in the City of West Fargo. He stated that he reviewed the assessment with the West Fargo City Assessor and hereby recommends a 10% reduction on the assessed valuation of the structure for the :years 1980 and 1981. Mrs. Armbrust was present and stated that this reduction is f satisfactory with her. Mr. Larson moved and Mrs. Stanton seconded to approve the Application for Abatement and Settlement of Taxes for Mrs. Mary Ann Armbrust as recommended by the County Director of Tax Equalization. On roll call vote, the motion carried unanimously. Mr. and Mrs. Harlan Fraedrich of Enderlin appeared before the Board to state that other garbage haulers are picking up garbage at a reduced rate in the areas where Fraedrich's service normally picks up and they feel they cannot continue to serve the rural areas if other haulers continue to pick up on their fringe areas. The Commission delayed the matter for two weeks until the County Sanitarian can be present and also the 'States Attorney. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded that the following monthly reports for July and August be received and filed: Motion carried. Rush River Water Resource District North Cass Water Resource District Maple River Water Resource District Southeast Cass Water Resource District Cass County Veterans Service Mr. Larson moved and Mr. Eckert seconded that the County Road Department remove an unused outdoor sign on the Cass County Annex building. On roll call vote, the motion carried unanimously. The Chairman received a letter from Philip Matthews stating that the conversion of the heating plant from fuel to coal has now been completed at the property to the south of the Courthouse where the County rents office space for the County Extension He stated that the County will realize a savings in this also. Agent. Mr. Eckert moved and Mrs. Stanton seconded to appoint Mr. Oscar Sondrall as the County Commission's delegate to the North Dakota State Fair Association's Annual Meeting to b~ held on November 16, 1982, at the Bismarck Holiday Inn. On roll call vote, the motion carried unanimously. A letter was received from Mr. E. M. Gregory seeking reappointment to the Southeast ;Cass Water Resource District. His present term expires December 31, 1982. Mr. Larson moved and Mr. Eckert seconded to grant a permit to the West Fargo Fire . Department to hold a public dance on October 8, 1982, in the Commercial Building at the Red River Valley Fairgrounds.
