Commission Minutes--August 19,2002 2491

Budqet Overview
Mr. Montplaisir said the county is spending $1.8 million more than revenues received. After
the transfer of $950,000 from the jail sales tax fund, the overall budget increase from last
year is $900,000, He distributed handouts with budget figures and possible areas to consider
when deciding on budget cuts. The mill levy is currently at 66.12 mills. If the board wants to
maintain that mill levy, the general fund budget needs to be reduced by $500,000. If the
commission is uncertain whether $500,000 can be found in general fund reductions, they
need to consider raising the mill levy to offset this amount or about an additional two mill
increase from the 66.12. He suggested the commission look at the future and the need to
maintain the reserves. Mr. Montplaisir said the average total mill levy for the last 10 years is
64.815.

Mr. Meyer feels the budget needs to be reduced some, but also feels the mill levy may need
to be raised in order to maintain services. Mr. Wagner plans to look closely at spending and
Mr. Wieland and Mrs. Schneider feel the board needs to plan for the future as well as for next
year. The commission agreed to find $500,000 in budget cuts to the general fund and leave
the mills at 66.12 for the preliminaPJ budget.

RECESS
With no further budgets to review today, the chairman declared the meeting recessed at 2:10
PM. The board will reconvene in eady September to discuss additional budget revisions.

ATrEST:

APPROVED:

ael Montpl~isir - AuUitor
Cass County, North Dakota

Alon Wieland, Chairman
Cass County Board of Commissioners
