Commission Minutes--August 13, 2002 2482 <br /> <br />Regional Child Support <br />Child Support Enforcement Director Kathy Ziegelmann was present. She said IV-D <br />incentive funds were moved from Social Services to her budget. She projected $100,000 in <br />incentive revenues; however, according to the state, the county is expected to receive <br />$199,904 in 2002. Commissioners agreed to raise IV-D incentives to $199,904 for next <br />year. <br /> <br />She discussed a possible paternity establishment percentages (PEP) penalty and included <br />$104,074 in a contingency fund to cover this. The formula used is based on region rather <br />than state figures. The commission does not feel it is appropriate for the regional offices to <br />pay this penalty and agreed to remove this item from the budget. <br /> <br />She included a new paralegal position in next year's budget. The position would not be <br />filled until July 2003. <br /> <br />Tax Director <br />Mr. Montplaisir said Tax Director Frank Klein is out of town this week. He said this budget <br />did not change from last year. Mr. Wieland does not see the need to meet with Mr. Klein <br />next week. <br /> <br />Water Resource Districts <br />Carol Lewis, Jeff Yolk, Mark Thelen and Wes Belike were present representing the water <br />resource districts. <br /> <br />Southeast Cass Water Resource District <br />Mr. Thelen said the district is requesting 4 mills. He said the Southside Water Diversion <br />project is still in the planning stages. Mr. Volk talked about the Maple River Dam project. He <br />said if the land rights issue is resolved and if a decision is made by the Corps of Engineers <br />regarding the permit, construction may begin next spring and is expected to take three <br />summers to complete. <br /> <br />Mrs. Schneider questioned money spent on office furniture this year when funds were not <br />budgeted. Mr. Thelen said funds were transferred from another line item to cover costs for <br />new filing systems, computer upgrades and office furniture. <br /> <br />Maple River Water Resource District <br />Mr. Belike said the district is requesting 4 mills. He discussed a possible watershed <br />protection project to be constructed in Barnes County that would hold back a lot of water. <br />He said Barnes County does not favor this and Cass County will most likely fund the <br />majority of the project. <br /> <br />RECESS <br /> MOTION, passed <br /> With no further budgets to review today, Mrs. Schneider moved and Mr. Meyer <br /> seconded to recess the meeting at 11:50 AM and reconvene at 8:30 AM <br /> tomorrow, August f4, 2002. <br /> <br /> <br />
