On roll call vote, the motion carried unanimously. The County Auditor read a letter from the City of Fargo Forestry Department regarding trees on the Courthouse property which are infected with Dutch Elm disease, and which will have to be removed at the County's expense. The Auditor will investigate [the cO,st of removing these trees by the Fargo Forestry Department and by private 'tree services. . Mr. Eckert moved and Mrs. Wold seconded that Jim Monson, Juveniie Detention Supervisor, be authorized to hire relief help and to purchase office equipment consisting of a desk, chair and file providing a member of the committee approves of the equipment before the purchases are made. On roll call vote, the motion carried with four members voting "Aye" and Mr. Larson opposing. Sealed bids were received and opened at 10:00 A.M. for the purchase of a motor grader 'for the Cass County Road Department: General Diesel and Equipment Company Pat McGrath, Inc. Northwestern Equipment Company Butler Machinery Company Mr. Larson moved and Mr. Eckert seconded that the above bids be referred to the ,County Road Department for evaluation and a recommendation back to the Board next Wednesday. On roll call vote, the motion carried unanimously. One bid was received from Dictaphone, a Pitney Bowes Company, for the purchase of a multi-channel recorder/reproducer and retrieval system for the Cass County :Sheriff's Department. Mr. Larson moved and Mrs. Stanton seconded to accept the bid from Dictaphone in the amount of $14,404.50 for the Multi-Channel Recorder/Reproducer and the amount of $1,997.00 for the Telephone Instant Retrievel System. On roll call vote, the motion carried unanimously. Discussion was held with Mr. Phil Matthews on the proposed rental agreement for his property to the south of the Courthouse which is being rented by the County Extension offices. The Board asked that the heat be paid on the basis of square footage being used by the Extension Offices and on the matter of snow removal, Mr. Matthews stated that his other tenants would clean the sidewalks if the County would remove the snow from the parking lot. Mrs. Wold moved and Mrs. Stanton seconded that the Chairman be authorized to sign the agreement with Phil Matthews for the rental of his property. On roll call vote, the motion carried unanimously. Discussion was held on the subject of alcoholic beverages at the Red River Valley Fairgrounds during public dances for which the County has been issuing dance permits. The States Attorney stated that alcoholic beverages cannot be sold or given away at such events unless it is done by a licensed liquor establishment who has obtained a special permit authorizing them to do so. She stated that the law does not prohibit someone from bringing their own liquor so long as they are of legal drinking age. Mr. Larson moved and Mrs. Wold seconded to approve the application for a dance permit submitted by the West Fargo Fire Department for their. Annual Firemen's Ball to be held on the date of October 9, 1981. On roll call vote, the motion carried unanimously. Mrs. Wold moved and Mr. Larson seconded to grant the three applications for dance permits to the Red River Valley Fair Association for dances to be held on the dates of October 24, October 30 and October 31, 1981. On roll call vote, the motion carried unanimously. Mr. Marvin Witt from the Red River Valley Fair Association stated that the Minn-Kota Racing Association is planning an awards banquet and dinner dance for the date of October 3, 1981. The Minn-Kota Racing Association presently has a County Beer License at the fairgrounds, and they hope to have a licensed liquor establishment obtain a permit from the County to sell liquor on the date of October 3rd. Mrs. Wold moved and Mr. Larson seconded to grant the application for a dance permit for the Minn-Kota Racing Association on the date of October 3rd, and that a special permit be granted if a licensed liquor establishment comes in before the dance with a request to sell liquor on this date. On roll call vote, the motion carried unanimously. Upon the request of Attorney Duane Breitling, speaking as President of the Cass County Bar Association, Mrs. Stanton moved and Mr. Larson seconded to authorize the placement of a plaque in the Courthouse Addition in memory of the late Theodore Hanson who served as the Clerk of the District Court for many years in Cass County, and that the Bar Association work with Architect Richard Moorhead on where the plaque should be displayed.
