On roll call vote, the motion <br />carried unanimously. <br /> <br />The County Auditor read a letter from the City of Fargo Forestry Department <br />regarding trees on the Courthouse property which are infected with Dutch Elm disease, <br />and which will have to be removed at the County's expense. The Auditor will investigate <br />[the cO,st of removing these trees by the Fargo Forestry Department and by private <br />'tree services. . <br /> <br />Mr. Eckert moved and Mrs. Wold seconded that Jim Monson, Juveniie Detention <br />Supervisor, be authorized to hire relief help and to purchase office equipment <br />consisting of a desk, chair and file providing a member of the committee approves <br />of the equipment before the purchases are made. On roll call vote, the motion carried <br />with four members voting "Aye" and Mr. Larson opposing. <br /> <br />Sealed bids were received and opened at 10:00 A.M. for the purchase of a motor grader <br />'for the Cass County Road Department: <br /> <br />General Diesel and Equipment Company <br />Pat McGrath, Inc. <br />Northwestern Equipment Company <br />Butler Machinery Company <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the above bids be referred to the <br />,County Road Department for evaluation and a recommendation back to the Board <br />next Wednesday. On roll call vote, the motion carried unanimously. <br /> <br />One bid was received from Dictaphone, a Pitney Bowes Company, for the purchase <br />of a multi-channel recorder/reproducer and retrieval system for the Cass County <br />:Sheriff's Department. Mr. Larson moved and Mrs. Stanton seconded to accept the bid <br />from Dictaphone in the amount of $14,404.50 for the Multi-Channel Recorder/Reproducer <br />and the amount of $1,997.00 for the Telephone Instant Retrievel System. On roll call <br />vote, the motion carried unanimously. <br /> <br />Discussion was held with Mr. Phil Matthews on the proposed rental agreement <br />for his property to the south of the Courthouse which is being rented by the County <br />Extension offices. The Board asked that the heat be paid on the basis of square footage <br />being used by the Extension Offices and on the matter of snow removal, Mr. Matthews <br />stated that his other tenants would clean the sidewalks if the County would remove <br />the snow from the parking lot. Mrs. Wold moved and Mrs. Stanton seconded that the <br />Chairman be authorized to sign the agreement with Phil Matthews for the rental of his <br />property. On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held on the subject of alcoholic beverages at the Red River Valley <br />Fairgrounds during public dances for which the County has been issuing dance permits. <br />The States Attorney stated that alcoholic beverages cannot be sold or given away <br />at such events unless it is done by a licensed liquor establishment who has obtained <br />a special permit authorizing them to do so. She stated that the law does not prohibit <br />someone from bringing their own liquor so long as they are of legal drinking age. <br /> <br />Mr. Larson moved and Mrs. Wold seconded to approve the application for a dance permit <br />submitted by the West Fargo Fire Department for their. Annual Firemen's Ball to be held <br />on the date of October 9, 1981. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Larson seconded to grant the three applications for dance <br />permits to the Red River Valley Fair Association for dances to be held on the dates <br />of October 24, October 30 and October 31, 1981. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Marvin Witt from the Red River Valley Fair Association stated that the <br />Minn-Kota Racing Association is planning an awards banquet and dinner dance for the date <br />of October 3, 1981. The Minn-Kota Racing Association presently has a County Beer License <br />at the fairgrounds, and they hope to have a licensed liquor establishment obtain a permit <br />from the County to sell liquor on the date of October 3rd. Mrs. Wold moved and <br />Mr. Larson seconded to grant the application for a dance permit for the Minn-Kota <br />Racing Association on the date of October 3rd, and that a special permit be granted <br />if a licensed liquor establishment comes in before the dance with a request to sell <br />liquor on this date. On roll call vote, the motion carried unanimously. <br /> <br />Upon the request of Attorney Duane Breitling, speaking as President of the Cass County <br />Bar Association, Mrs. Stanton moved and Mr. Larson seconded to authorize the placement <br />of a plaque in the Courthouse Addition in memory of the late Theodore Hanson who served <br />as the Clerk of the District Court for many years in Cass County, and that the <br />Bar Association work with Architect Richard Moorhead on where the plaque should be <br />displayed.
