Commj Notice of Hearin~ Mrs. Stanton moved and Mr. Eckert seconded to receive and file the notice from the Public Service Commission of a hearing to be held on October 1, 1981, at 10:30 A.M. in the Cassel ton City Auditorium regarding railroad grade crossing safety in the community of Casselton. I I I II' Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting be approve d as written. Motion carried. I Rd. Dept. Equip- I Mr. James Colfer from Imperial Municipal Services Corporation appeared before the ment purchases-- , Board along with Tom Jennings from W. W. Wallwork, Inc. Mr. Colfer explained his company's disc. on lease- i lease-purchase financing as a means of acquiring equipment. The Board stated that they purchase financingl would like to study this method further and asked Mr. Colfer to send them some information. Cass Co. Elec. i Mrs. Wold moved and Mr. Eckert seconded that Cass County Electric be authorized to granted utility I bury cable on County Road 81 in the BW~ of Section 18, Stanley Township, and on permits County Road 1 in the W~ of Section 29, Rochester Township. Approval i for MIDA finanqng for Horvick Manu~ facturing , 1 i ! Joint Resolution I adopted for ! establishing a [ Regional Airport! Authority , Attorney Wayne Solberg appeared before the Board on behalf of the Horvick Manufacturing Company who has indicated a desire to undertake a project in Cass County at a total cost of approximately $280,000.00 consisting of a new manufacturing facility to be located north of Hector Airport in Reed Township. Mr. Larson moved and Mrs. Wold seconded to adopt a Resolution of Preliminary Approval for MIDA Financing; and Ordering a Public Hearing and Notice Thereof. On roll call vote, the motion carried unanimously. Copy of said resolution is on file in the office of the Cass County Auditor. Mrs. Stanton moved and Mrs. Wold seconded that the following Joint Resolution be adopted: WHEREAS, it is necessary and desirable and in the public interest that a regional airport be established by the City of Fargo, North Dakota, and Cass County, North Dakota, for the use and benefit of the citizens of the same; and , i WHEREAS, state statutes require the adoption of a joint resolution by the I municipalities creating a regional airport authority; : NOW, THEREFORE, BE IT RESOLVED that the City of Fargo, North Dakota, a municipal i corporation, and Cass County, North Dakota, a municipal corporation, do hereby create i a public body, corporate and politic, to be known as the Fargo-Cass County Regional i Airport Authority, which public body shall be authorized to exercise its functions ! on the issuance by the Secretary of State of North Dakota of a certificate of incorporation. i BE IT FURTHER RESOLVED that the governing bodies adopting this joint resolution , hereby appoint seven (7) persons as commissioners of said Regional Airport Authority, 'five (5) members to be appointed by the City of Fargo and two (2) members to be appointed I by Cass County. Said members to serve for terms of five (5) years each in accordance i with Section 2-06-03 NDCC. I , !
