The hearing will be held on August 25th at 2:00 P.M. in the Kindred City Hall. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Wold, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 26, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and all members were present. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meeting be <br />approved as written. Motion carried. <br /> <br />Upon the recommendation of the County Road Superintendent, Mrs. Wold moved and <br />Mrs. Stanton seconded that the Moore Engineering Company be granted a permit t9 install <br />a water main on Sheyenne Street south of the West Fargo city limits. On roll call vote, <br />the mo.tion carried unanimously. <br /> <br />The County Road Superintendent furnished copies of the bid specifications for a new <br />motor patrol. The Board stressed that the specifications not intentionally preclude any <br />of the major manufacturers, and that an addendum be added whereby altnerate proposals <br />could be submitted in the bids. <br /> <br />Discussion was held on relocating the County Extension Service. Several persons met <br />this morning to view the proposed site which is south of the Courthouse on Third Avenue <br />South. Mr. Phil Matthews, owner of the proposed office space, was present and stated <br />that perhaps in the future the County might be interested in purchasing the property <br />themselves. He stated that he will.rent it to the County at a cost of $2,000.00 per <br />month plus utilities. He estimated the County's share of the utilities to be 80% of <br />the total, or approximately $6,000.OU Mr. Larson stated that he is not in favor of <br />the County renting office space, and_Mr..Eckert stated that he would prefer that the <br />Extension Service be moved to a location in West Fargo. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the County rent the building across <br />the street to the south of the Courthouse for the present fiscal year period at a cost <br />of $2,000.00 per month plus utilities. The motion carried on a roll call vote with 3 <br />members voting "Aye", Mr. Larson and Mr. Eckert opposing. <br /> <br />Discussion was held on the office of County Superintendent of Schools. Applications <br />for the position have been received from Deborah R. Korsmo, Mrs. Eloise Clower and <br />Mr. Lester Pelvit. <br /> <br />Mrs. Wold suggested that the Board appoint a qualified person as County Superintendent <br />of Schools on a part-time basis for 6 months to give that person time to get acquainted <br />with duties and decide with the Board if the office should be expanded to full-time. <br />Mr. Jerry Gordon, Chairman of the Cass County School Masters Association, was present <br />and stated that they will be meeting on September 9th to prepare a presentation which <br />they would like to make to the Cass County Commission. <br /> <br />Mr. Eckert moved that the Board delay a decision and invite the School Masters <br />Association to present their views next Wednesday. The motion failed for lack of a second. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the Commission call for applications <br />for the position of a County Superintendent of Schools, that it be publicly known that <br />this will be a half-time position with a salary of $10,760; and that applications must <br />be received before Wednesday, September 2nd. On roll call vote, the motion carried with <br />four members voting "Aye" and Mr. Eckert opposing. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the County install the Northwestern <br />Bell Telephone Company's equipment in the new addition to the Courthouse. On roll call <br />vote, the motion carried with four members voting "Aye" and Mr. Larson being absent for <br />the vote. <br /> <br />Discussion was held on the dance permit which the Board granted last Wednesday to <br />Ronda Borgerson for a wedding dance at the Red River Valley Fairgrounds on the date of <br />October lOth. Mr. Robert Hoy, Assistant States Attorney, stated that if a wedding dance <br />is open to the public then a permit must be issued by the County Commission and then it <br />is unlawful to sell or give away alcoholic beverages unless it is done by a licensed <br />liquor establishment. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman sign the resolution <br />authorizing the States Attorney to request the North Dakota Attorney's General's Office <br />to represent Cass County in the Soo Line Railroad lawsuit on their 1980 property taxes. <br />On roll call vote, the motion carried unanimously. <br /> <br /> <br /> <br /> <br />i <br />I <br />I <br />I <br />iCounty Ext.
