<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />JULY 29, 1981

<br />Chairman Hendrickson called the meeting to order and upon roll call, all members
<br />were present.
<br />
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />Upon the recommendation of the County Road Superintendent, Mrs. Wold moved and
<br />Mrs. Stanton seconded that the Northwestern Bell Telephone Company be granted
<br />utility permits in Sections 7-18, Kinyon Township, and in Section 7, Stanley Township.
<br />On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Grindberg reported on the meeting he attended in Valley City with the
<br />State Highway Department to discuss the County Federal Aid Program. He stated that
<br />Cass County will be getting $103,000.00 in Federal Aid for the year 1981-1982, but
<br />the program may not even exist past the next two years.
<br />
<br />Discussion was held with Walt Ness, County Extension Agent, regarding an item
<br />in his budget for relocating his offices. the Board suggested that the Architect
<br />for the Courthouse Addition be requested to appear before the Board next week
<br />to discuss space availability in the Courthouse or the addition.
<br />
<br />At a special meeting of the Cass County Board of Commissioners held on
<br />July 15th at 1:30 P.M., the Board established districts for appointing persons
<br />to a Cass County Weed Control Board in accordance with Chapter 63-01.1 of the
<br />North Dakota Century Code.
<br />
<br />Two names were ~eceived for possible appointment to represent the SE area
<br />of the County. Mr. Eckert moved and Mrs. Stanton seconded that Mr. Chuck Anderson
<br />of Hickson be appointed to the County Weed Control Board to represent the SE area
<br />which consists of the townships of Cassel ton, Harmony, Raymond, Reed, Durbin,
<br />Mapleton, Barnes, Stanley, Warren, Addison, Davenport, Normanna and Pleasant.
<br />On roll call vote, the motion carried unanimously.

<br />Mrs. Stanton moved and Mr. Larson seconded that the following appointments
<br />also be made to the Cass .County Weed Control Board: Mr. John Hoag of Hunter
<br />representing the NE area which consists of the townships of Hunter, Bell,
<br />Kinyon, Noble, Arthur, Gunkel, Gardner, Wiser, Amenia, Rush River, Berlin and Harwood;
<br />
<br />Mr. Don Eckert of Ayr representing the NW area which consists of the townships of
<br />Rochester, Page, Dows, Lake, Rich, Erie, Cornell, Ayr, Empire, Tower, Buffalo
<br />and Wheatland;
<br />
<br />Mr. Laurence Barfuss of Leonard representing the SW area which consists of the
<br />townships of Hill, Howes, Gill, Everest, Clifton, Eldred, Walburg, Maple River,
<br />Pontiac, Highland, Watson and Leonard;
<br />
<br />Mr. Irvine Dietrich representing the cities of Fargo and West Fargo.
<br />
<br />On roll call vote, the motion carried unanimOUSly.
<br />
<br />The Sheriff employee's union attorney appeared before the Board requesting
<br />the Commission to sign their contract for 1981-1982. He reviewed the proposed
<br />changes in the contract, and the Board requested that the matter be delayed one week.
<br />
<br />Upon the recommendation of the States Attorney, Mrs. Stanton moved and Mr. Larson
<br />seconded that Carol Siegert be appointed as Deputy County Superintendent of Schools
<br />until January 1, 1982, or unless the office is vacated before that time; and that her
<br />salary be placed at the deputy level for the same period of time stated above.
<br />On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Herb Johnson of Arthur appeared before the Board and submitted an application
<br />for a permit to hold a public dance on July 31, 1981. He stated that he would
<br />also like to be granted a permit to hold dances for a period of one year without
<br />appearing before the Board each time. The Board suggested that Mr. Johnson obtain
<br />several blank applications and mail them to the County Sheriff's Department at least
<br />two weeks prior to a public dance on his property; and Jim Thoreson from the Sheriff's
<br />Department stated that they would submit each application for the Board's approval
<br />after arranging the proper security.
<br />
<br />Mr. Eckert moved and Mrs. Wold seconded that the Board grant a Dance Permit to
<br />Mr. Herb Johnson for Friday, July 31, 1981, at Herb Johnson's Barn in Section 12,
<br />Arthur Township. On roll call vote, the motion carried unanimOUSly.
<br />
<br />Mr. Eckert moved and Mrs. Wold seconded that the Board grant a Dance Permit to the
<br />Red River Valley Fair Association with Concerts, Ltd. and Celebration, Inc. for
<br />August 30, 1981, at the Red River Valley Fairgrounds. Mr. Thoreson from the
<br />Sheriff's Department stated that arrangements have been made for 20 deputies to be
<br />present. On roll call vote, the motion carried unanimOUSly.
