N:)~:::.:2~~li <br /> <br />. ... .......--. ..,-, -~'-'."'-'~'-- <br /> <br />Mrs. Wold moved and Mr. Larson seconded that the two Indemnity Bonds on Lost <br />Instrument for the Kindred School District be received and filed, and that the County <br />Auditor be authorized to issue duplicate checks. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Wold seconded that the Board approve the application for <br />a dance permit under Section 53-02-05 of the NDCC, and authorize a public dance to be <br />held at the Shamrock Bar parking lot, Casselton, North Dakota, on July 25, 1981, from <br />the hours of 9:00 P.M. to 1:00 A.M. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the following monthly reports for <br />May, 1981, be received and filed: On roll call vote, the motion carried unanimously. <br /> <br />North Cass Water Management District <br />Rush River Water Management District <br />Maple River Water Management District <br />Southeast Cass Water Management District <br />Cass County Veterans Service <br /> <br />The Auditor received a letter from the Minn-Dak Health Systems Agency regarding, <br />terms expiring on that Board, and that names should be submitted on or before <br />August 14, 1981. <br /> <br />Mrs. Wold reported that a Community Su~vival Program which was implemented by the <br />Cass County Social Services Agency in July, 1980, was featured on the front page of a <br />national magazine called "New Directions". <br /> <br />A public hearing was held at 10,30 A.M. on the 1981-1982 Final County Budget. A <br />delegation of County employees appeared to request the additional $100.00 per month <br />which the Board granted to the County Sheriff's Department. Carol Harrington, spokes- <br />person for the group~ stated that employees of the Sheriff's Department are receiving <br />19-27% increases while the majority of other County employees are receiving a 13% increase. <br /> <br />Discussion followed after which Mr. Eckert moved that the Board take into <br />consideration the other County employees' request, and that the Board meet at whatever <br />time is necessary before next Tuesday when the final budget is to be adopted. <br />Mr. Hendrickson relinquished the qhair to second the motion. Discussion continued and <br />Mr. Larson stated that he is not in agreement with another area of the budget. At the <br />call of the question and on roll call vote, the motion carried with Mr. Eckert, <br />Mr. Hendrickson and Mr. Larson voting "Aye"; Mrs. Wold and Mrs. Stanton opposing. The <br />Board will meet informally at 8:00 A.M. on Thursday, July 16th. <br /> <br />Mr. Larson moved and Mrs. Wold seconded that the Regular Meeting of the Cass County <br />Board of Commissioners be recessed until 9:00 A.M. on ~uesday, July 21, 1981. Motion <br />carried. <br /> <br />RECESSED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JULY 21, 1981 <br /> <br />(TUESDAY) <br /> <br />Chairman Hendrickson called to order the recessed meeting from July 15, 1981, for <br />the purpose of adopting the 1981-1982 County Budget. All five Commissioners were present. <br /> <br />The Chairman read a letter signed by 9 Department Heads of Cass County stating that <br />their County employees are well-trained, industrious and dedicated, and that all County <br />employees -have the right to equitable and fair treatment. The Department Heads urged <br />the County Commission to reconsider its actions on the salary increases and to approve <br />a County budget that is equitable for all County employees. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that under the Juvenile Detention Center <br />budget, the following items be frozen--Full-time Administrator's Salary, Full-time <br />Secretary's Salary, Office Fixtures and Restraining Devices--and that no expenditures <br />of these funds be made without full approval of the Board of Cass County Commissioners. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the Board adopt the Final Budget <br />as prepared for the general operation of the County and levy 3 mills for Extra-ordinary <br />Outlay for the year 1981-1982; and in addition to last year's special levies to levy <br />2~ mills for a Health District, levy 5 mills for maintenance and operation of the <br />County Jail and levy one-half mill for the control of noxious weeds. On roll call vote, <br />the motion carried with Mr. Larson, Mrs. Stanton, and Mrs. Wold voting "Aye,", <br />Mr. Hendrickson and Mr. Eckert opposing. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded to receive and file the letter from <br />Department Heads concerning the salary schedule. On roll call vote, the motion carried <br />unanimously. <br /> <br />County employees-- Mrs. Stanton suggested that all 5 of the County Commissioners begin now to look <br />Review salaries i at the salaries of County employees for next year rather than two weeks before the budget <br />of Co. employee 'I is to be adopted. She stated that she hoped those raises in the Sheriff's Department <br />for next year . were intended for those people who have hazardous duty. <br />I <br />i <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
