On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Larson seconded that the Auditor be authorized to pay <br />the estimate to J. E. Krieg and Sons, Inc. in the amount of $33,479.75 on the <br />Courthouse Addition. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Eckert moved and Mrs. Wold seconded that the Auditor be authorized to <br />pay'the following estimates on Phase II of the Courthouse Addition: Meinecke-Johnson <br />Company in the amount of $42,241.00; Rick Electric, Inc. in the amount of $6,111.00; <br />and Midwest Mechanical in the amount of $18,017.10. On roll call vote, the motion <br />carried unanimOUSly. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the Board receive and file the <br />letter from Tom Jensen, County Social Services Director, regarding a voluntary <br />employment program for AFDC recipients. On roll call vote, the motion carried <br />unanimously. 'Mr. Larson suggested that Marvin Witt from the Red River Valley Fair <br />Office indicated that they could develop some work assignments at the fairgrounds. <br /> <br />Notification was received that the state Board of Tax Equalization will be meeting <br />in Bismarck on August 11, 1981. <br /> <br />Committee Reports were given, <br /> <br />Mrs. Stanton repOrted that she attended a Pargo AirpOrt Authority meeting; <br />and discussion followed on the County's resolution of intent to join with the City of <br />Fargo in creation of a regional airport authority, which was passed on June 3, 1981. <br />Mr. Larson moved and Mrs. Stanton seconded that the County impose the amount of levy <br />that it can legally impose throughout the County, not to exceed 4 mills, to support <br />the Fargo Airport. Discussion followed and Mr. Eckert expressed his opposition <br />to this motion. He asked that the Board first consult with the States Attorney <br />before imposing this levy. At the call of the question and on roll call vote, <br />the motion carried with Mrs. Wold, Mr. Hendrickson, Mr. Larson and Mrs. Stanton <br />voting "Aye" and Mr. Eckert opposing. <br /> <br />Mrs. Wold moved and Mr. Larson seconded that Vouchers No. 17075 through No. 17538 <br />and Revenue Sharing Vouchers No. 258-261 be approved and ordered paid. On roll call <br />vote, the motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JULY 15, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Upon the recommendation of the County Road Superintendent, Mrs. Stanton moved and <br />Mr. Eckert seconded that Cass County Electric be granted a utility permit to bury cable <br />on County Road 7 in the NW~ of Section 18, Gill Township. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Grindberg read a letter from Mr. H. C. Wessman of Grand Forks submitting a claim <br />in the amount of $102.95 for damage done to his son's car when he hit an upheave 1 in the <br />pavement on Highway 81 south of Argusville. Mr. Grindberg stated that the heat apparently <br />caused the highway to buckle in this spot, and the County Road Department repaired the <br />bump the next morning after learning of the problem. Mr. Larson moved and Mrs. Stanton <br />seconded that the claim be referred to the County's insurance company. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the County Road Department be <br />authorized to repair the pick-up which the County's custodians use at a cost of <br />approximately $300.00. On roll call vote, the motion carried unanimously. <br /> <br />Mr. David Butler appeared before the Board and presented petitions from about 85% <br />of the residents of the Forest River development in Stanley Township requesting the <br />County to assist in establishing a special assessment district for the purpose of paving <br />Forest River Drive in Stanley Township. The Board suggested that the County States <br />Attorney research the new law on how to set up a special assessment district. The <br />County Auditor stated that on special assessment districts in an incorporated city, all <br />legal and engineering work is charged to and is a part of the project expense. The <br />County cannot be responsible for the legal and engineering fees.
