Hendrickson, Chairman <br />Cass County Board of Commissioners <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JULY 1, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that two utility permits be granted to <br />Cass County Electric Coop, Inc. to bury cables under County Road 11 in the NE~ of <br />Section 5 of Kinyon Township and under County Road 7 in the SW~ of Section 19 <br />of Watson Township; and one utility permit to Northwestern Bell Telephone to install <br />cables under County Road 11 in Section 5 of Kinyon Township. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Eckert moved and Mr. Larson seconded that Mr. Steve Grindberg, County Road <br />Superintendent, be authorized to purchase-safety equipment in accordance with an Agreement <br />for Participation in the North Dakota Highway Safety Plan. On roll call vote, <br />the motion carried ~nanimously. <br /> <br />Sheriff Rudnick submitted to the Board an application form for a dance permit <br />which must be filled out and mailed to the Sheriff's Department prior to the dance. <br />Upon discussion, Mrs. Wold moved and Mr. Larson seconded that this application be <br />approved as submitted with an additional paragraph typed at the bottom stating that <br />the application must be received by the Sheriff's Department two weeks prior to the dance. <br />On roll call vote, the motion carried unanimOUSly. <br /> <br />At this time, a public hearing was held in regards to approval of the fairgrounds <br />rock concert permit. Rev. Frankhauser, representing the FargO-Moorhead Concerned Citizens, <br />youth counselors, local citizens, etc. presented their opposition to this approval. <br />Mr. Marvin Witt, members of the Red River Valley Fair. Board, citizens, etc. presented <br />their views on why this permit should be approved. Upon lengthy discussion, Mr. Eckert <br />moved and Mrs. Stanton seconded that the Commission grant this rock concert permit <br />to the Red River Valley Fair Board. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the deferred motion of June 24, 1981-- <br />reducing the Social Service Board Membership from 9 to 7--be brought up again for a <br />roll call vote. On roll call of the deferred motion, the motion was defeated with <br />Mr. Larson and Mrs. Stanton voting "Aye" and Mr. Eckert, Mr. Hendrickson and Mrs. Wold <br />opposing. <br /> <br />Cynthia Rothe, States Attorney, reported on the laws concerning the position <br />of the Superintendent of Schools. She stated that this is an official office and that <br />it cannot be reduced to a part-time position nor can a cut in salary be authorized <br />once the official is elected. She also stated that the County must fund the office. <br />The only way it can be changed is if a vacancy arises or when the term of office <br />has expired. At this time, Mrs. Stanton withdrew her motion which was deferred on <br />June 24, 1981, and Mr. Larson also withdrew his second to that motion with regards to <br />reducing the position of County Superintendent of Schools. <br /> <br />Several members of the different Water Management Boards appeared before the <br />County Commission regarding Rush River Water Management District's refusal to join the <br />Red River Joint Water Management Board. <br /> <br /> <br /> <br /> <br />5981 <br /> <br />-r <br /> <br /> <br />Iwest Fargo <br />,Jaycees granted <br />!site permit at <br />!beer gardens <br />!at fairgrounds <br />! <br /> <br />I <br />I <br /> <br />tass Co.
