<br />Chairman Hendrickson appointed Commissioner Eckert as Chairman of the County Policy
<br />Committee, and the members of this committee shall be Mr. Grindberg, Superintendent
<br />of the Road Department; Mr. Hoehn, County Auditor; Judge Cooke, County Court; and
<br />Sheriff Rudnick, Cass County Sheriff's Department.
<br />
<br />Mr. Steve Schneider, Attorney, presented the union contract for the Sheriff's
<br />Department. Some of the issues to be negotiated are a 23 percent wage increase,
<br />a mileage increase of five cents per mile, and dental insurance. In regards to wages,
<br />Mr. Schneider stated that the employees of the Cass County Sheriff's Department
<br />are paid the lowest in comparison with the Fargo Police Department, the State Highway
<br />Patrol, West Fargo Police Department, and the Clay County Sheriff's Department.
<br />It was agreed that the contract will be brought up for discussion again at the 1981-1982
<br />budget meeting.
<br />
<br />A report on jail ventilation was given by Sheriff Rudnick. "He stated that the
<br />air circulation is good and that the temperatures within the jail have been almost
<br />equal to the temperatures outside.
<br />
<br />In regards to the new legislation on dance permits, Sheriff Rudnick stated that
<br />anyone planning to hold a public dance within Cass County, with the exception of the
<br />City of Fargo, West Fargo and Casselton, has to obtain a dance permit approved by the
<br />Cass County Commission prior to the event. Applications for dance permits will be
<br />submitted to the Board at regular County Commission meetings for approval or refusal.
<br />An open discussion will be held in regards to the application, and anyone interested
<br />in voicing their opinions on a specific dance may do so at that time. If an application
<br />is refused by the Board, a letter stating why will be sent to the applicant.
<br />Upon discussion, it was agreed that Cynthia Rothe, States Attorney, and Sheriff Rudnick
<br />set up some guidelines regarding security, restroom facilities, location, time limitations
<br />in which to get applications approved, etc., for dances open to the public.

<br />Mr. Marvin Witt, -Executive Secretary of the Red River Valley Fair Board,
<br />questioned whether the Fair Board will get approval on their petition for dances
<br />.that are going to be held at the fairgrounds. At this time, Reverend Curt Frankhauser
<br />requested the Board to have a public hearing regarding the teen rock concert to be held
<br />the last night of the fair so parents, citizens of the community, etc., may state their
<br />views concerning this matter. Discussion on the approval will be held next Wednesday.

<br />Mr. Larson moved and Mr. Eckert seconded to reappoint Mrs. LaVonne Selberg
<br />to the Cass COUDty Housing Authority for a five year term to expire July 1, 1986.
<br />On roll call vote, the motion carried unanimously.
<br />
<br />The Auditor read a letter from Barnes Township requesting that Mr. Douglas Seiler
<br />be nominated for appointment to the City of Fargo Planning and Zoning Commission.
<br />Upon discussion, Mrs. Stanton moved and Mr. Eckert seconded to reappoint Mr. Arnold Larson
<br />to the City of Fargo Planning and Zoning Commission -for a five year term to expire
<br />July 1, 1986.

<br />Mrs. Stanton moved and Mr. Larson seconded that effective July 1, 1981, Dr. Michael
<br />Hurley be appointed as Cass County Coroner to replace Dr. Lawrence. This is a two year
<br />term which will expire July 1, 1983. On roll call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Larson seconded that a letter be sent to Dr. Lawrence
<br />showing appreciation for serving as County Coroner and also a letter be sent to
<br />Dr. Hurly signifying formal notice of appointment as Cass County Coroner. On roll call
<br />vote, the motion carried unanimously.

<br />Upon discussion, Mr. Larson moved and Mrs. Stanton seconded that the Social Service
<br />Board be reduced from 9 members to 7. On roll call vote, Mr. Larson and Mrs. Stanton
<br />voted "Aye" and Mr. Eckert and Mr. Hendrickson voted "Nay". The motion was deferred
<br />until the next Board meeting.
<br />
<br />The position of the County Superintendent of School's Office was discussed.
<br />Mrs. Stanton moved and Mr. Larson seconded that effective July 1, 1981, this position
<br />be reduced to a half-time position with half the pay. On roll call vote,
<br />Mrs. Stanton and Mr. Larson voted "Aye" and Mr. Hendrickson and Mr. Eckert voted "Nay".
<br />The motion was deferred until the next Board meeting. It was agreed that Cynthia Rothe,
<br />States Attorney, do some research as to the laws concerning this position to see if it
<br />can be a part-time position because this is a constitutional office and the County must
<br />fund it. Discussion on this will continue next Wednesday.

<br />Discussion regarding welfare fraud investigation was presented by Mr. Jim Thoreson,
<br />Deputy Sheriff; Mr. Tom Jensen, Social Services Director; and Cynthia Rothe, States Attorney.
<br />It was agreed that funding of this project will be discussed at the 1981-1982 budget meeting.
<br />
<br />The Auditor stated that gambling laws have changed considerably. Effective July 1,
<br />1981, the County can only provide permits for raffles and bingo.
