E. Krieg & Sons, Inc. in the amount of $725.00; Estimate #4 <br />,to R & 0 Elevator Company in the amount of $4,050.00; and to pay $39,693.28 to <br />iClark Holman & Moorhead Ltd. for professional architectural and engineering services <br />ion the Cass County Courthouse Addition. On roll call vote, the motion carried unanimously. <br /> <br />Committee Reports were given. <br /> <br />On motion by Mr. Eckert and seconded by Mr. Larson, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JUNE 17, 1981 <br /> <br />, Chairman Hendrickson called the meeting to order and upon roll call, all members <br />I were present. <br />I <br />i <br />! Mrs. Wold moved and Mr. Larson seconded that the minutes of the previous meeting <br />ibe approved as written. Motion carried. <br />I <br />, <br /> <br />The Auditor read a letter from the Red River Joint Water Management Board regarding <br />the 2 mill levy which was approved by the member water management districts for 1981. <br />According to State law, this levy must be approved by the County Commissioners of the <br />counties involved. Mrs. Stanton stated that five flood control projects have already <br />been approved by this group. Mr.. Eckert moved and Mrs. Stanton seconded that Cass County <br />levy 2 mills on the water management districts in Cass County that are members of the <br />Red River Joint Water Management District. On roll call vote, the motion carried <br />unanimously. <br /> <br />The term of Mrs. LaVonne Selberg on the Cass County Housing Authority and the term <br />iof Mr. Arnold Larson as rural representation on the City of Fargo Planning and Zoning <br />iCommission will expire July 1, 1981. The Board set the date of JUDe 24th for making <br />.. these appointments. Arnold Larson wa.s present and stated an interest in continuing to serve. <br />The Auditor received a letter from Barnes Township requesting that Mr. Doug Seiler <br />be appointed to represent them on the Fargo Planning and Zoning Commission from the <br />extra-territorial jurisdiction. <br /> <br />A letter was received from Mr. Greydon Owens of Fargo stating that he is not able <br />to continue serving as a member of the County Social Services Board. His term expires <br />July 31, 1981. Mrs. Stanton moved and Mr. Larson seconded that a letter be written <br />to Mr. Owens thanking him for his service on the Board and expressing the Commission's <br />regret that he is not able to continue. On roll call vote, the motion carried <br />unanimously. - <br /> <br />Hearings were held on several Applications for Abatement and Settlement of Taxes. <br />Upon the recommendation of Clarence Miller, County Director of Tax Equalization, <br />the following action was taken: <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that the Application for Abatement <br />submitted by Willmar L. Zitzow be approved as submitted. On roll call vote, the motion <br />carried unanimously. Mr. Zitzow was present, and he questioned the proposed market value <br />which the Stanley Township Assessor has placed on his solar heating system. Mr. Miller <br />stated that this will be exempt for 3 years, and Mr. Eckert felt the matter should be <br />discussed at the time the exemption has expired if Mr. Zitzow still wishes to pursue <br />it at that time. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the Application for Abatement <br />submitted by Howard L. Schuh be approved as submitted. On roll call vote, the motion <br />carried unanimOUSly. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the Application for Abatement submitted <br />by Arthur and Paula Dockter be approved as submitted. In discussion, Mr. Miller stated <br />that this property was originally assessed for much less than what it recently sold for, <br />but he is recommending approval for the reason that there are similar homes in that area <br />which are assessed 'considerably less than this property. Mr. and Mrs. Dockter were <br />present, and he stated that their taxes were higher than some of their neighbors who <br />had more square footage and more acreage. Mr. Miller stated that the assessments in <br />Pleasant Township are very low, and he intends to recommend that the Commission order a <br />reassessment there. At the call of the question and on roll call vote, the motion <br />to approve the abatement carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that the Application for Abatement submitted <br />by the Miller Elevator Company be approved as submitted. On roll call vote, the motion <br />carried unanimously. <br />
