The matter will be discussed again next Wednesday <br />when Commissioner Wold is present. <br /> <br />of <br />for <br />the <br /> <br />Architect Richard Moorhead reported on the bids opened May 27th for the 2nd phase <br />the Courthouse Addition. He stated that the two contractors who tied on the low bid <br />the general construction agreed to a coin toss to determine who would be awarded <br />bid since the architect had determined that both contractors had met all specifications. <br /> <br />Upon the recommendation of Architect Moorhead, Mrs. Stanton moved and Mr. Larson <br />seconded to accept the bid of Meinecke-Johnson Company in the amount of $306,800.00 <br />for the general construction, to accept the bid of Midwest Mechanical in the amount <br />of $217,600.00 for the mechanical construction, to accept the bid of Rick Electric, Inc. <br />in the amount of $128,450.00 for the electrical construction; and that the Board waive <br />the specifications, as recommended by the Architect, in order to authorize the <br />mechanical and electrical contractors to proceed immediately with the underground work <br />on the cooling and electrical connections on the outside of the building. On roll call <br />vote, the motion carried with all members present voting "Aye". <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the Board approve Change Order #8 <br />in the amount of $7,911...00 and Change Order #9 in the a.mount of $950.,00 to <br />J. E. Krieg & Sons, the general contractor on the Courthouse Addition. On roll call <br />vote, the motion carried with all members present voting "Aye". <br /> <br />Upon the recommendation of John Meyer, Veterans Service Officer, Mr. Larson moved <br />and Mr. Eckert seconded tha,t Mr. Meyer be authorized to' appoint Eliz..abeth Fischer <br />as office deputy. On roll call vote, the motion carried with all members present <br />voting "Aye". <br /> <br />A letter was received from the Southeast Mental Health and Retardation Center <br />requesting the Commission to consider the names of Dr. Roger Brombeck and Jon Boller <br />for possible appointment to their Board of Directors to replace Mr. Ben Hahn <br />whose term has expired. The matter will be placed on the agenda for next Wednesday <br />to make the selection. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman and the Auditor <br />be authorized to sign the Satisfaction and Discharge of Trust Mortgage on property <br />located in Stutsman County. On roll call vote, the motion carried with all members <br />present voting "Aye". <br /> <br />The Auditor read a letter from Service-Master <br />offering their janitorial services to the County. <br />seconded that the Board call for informal bids for <br />and the Cass County Annex. On roll call vote, the <br />present voting "Aye". <br /> <br />Cleaning Systems of FargO-Moorhead <br />Mr. Eckert moved and Mrs. Stanton <br />cleaning services in the Courthouse <br />motion carried with all members <br /> <br />Chairman Hendrickson received a letter from District Court Judge Norman Backes <br />regarding the County's Public Defender Contracts. On July 1, 1981, the State of <br />North Dakota will assume the County's cost of providing defense assistance for <br />indigent persons in all felony and juvenile court proceedings. The County will still <br />be responsible for the costs of indigent defense on misdemeanor cases and mental health <br />proceedings. Mr. Larson moved and Mrs. Stanton seconded to receive and file the <br />correspondence from Judge Backes, and request him to' appear before the Board next <br />Wednesday for further discussion. On roll call vote, the motion carried with all <br />members present voting "Aye". <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that Cass County draw up a resolution <br />of intent to join with the City of Fargo on the regional airport authority, the <br />resolution to be drawn by the States Attorney and signed by the Chairman of the <br />County Commission. A lengthy discussion followed before the call for the vote. <br /> <br />Commissioner Eckert felt that this resolution supporting the airport authority <br />is premature because there are many details that have not been worked out. <br /> <br />David Strand from the Empire Township Board of Supervisors urged the Board to <br />delay this resolution because he feels there is a question of need and he feels the <br />financing is so uncertain.
