The County received <br />a letter last week from Keith M. Warren offering $250.00 for the rental of this pasture <br />land, and he stated in his letter that he would take full responsibility for his cattle <br />after the County sprays the pasture for noxious weeds. Irv Dietrich, County Weed <br />Control Officer stated that whoever rents the pasture will have to comply with the <br />State law and arrange for removing his cattle when the land is being sprayed <br />and to keep them out the required number of days according to the law. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the County rent the pasture land <br />in the SW~ of Section 6, Rochester Township, to Keith M. Warren for $250.00 under the <br />same conditions as last year that he accept full responsibility for his cattle due to <br />weed spraying, and that he comply with the State law as noted by Mr. Dietrich. <br />On roll call vote, the motion carried with Mr. Eckert and Mr. Larson opposing. The <br />Board will consider calling for bids in the future for this pasture rental. <br /> <br />Sheriff Don Rudnick appeared before the Board along with a representative of the <br />North Dakota Medical Association who commended the Cass County Sheriff, his staff, <br />and the Board of County Commissioners for their participation in the jail health care <br />project, which has lead to a recommendation that the Cass County Jail be awarded a <br />two-year accreditation by the American Medical Association. The Commission commended <br />the Sheriff on his efforts. <br /> <br />Discussion was held with Sheriff Rudnick on the Public Inebriate Program which is <br />presently operated by the Southeast Mental Health and Retardation Center in the County <br />Jail. The Sheriff discussed the possibility of his department taking over the duties <br />of this program, and he felt they could do it more economically because of medical <br />personnel already in the jail. He also stated that the law provides that the County <br />could charge a fee for housing inebriates, which the Sheriff felt may be a deterrent <br />for some of them being admitted repeatedly. Mr. Larson moved and Mr. Eckert seconded <br />that the County charge $15.00 per day for inebriates in the jail. However, Mrs. Wold <br />and Mrs. Stanton stated that they would prefer to delay the matter for one week <br />and discuss the entire program with representatives of Southeast Mental Health. <br />The motion and second were withdrawn, and the matter placed on the agenda for next week. <br /> <br />Upon the request of Sheriff Rudnick, Mr. Larson moved and Mrs. Wold seconded <br />that the Sheriff's Department be authorized to retain the $425.00 brought in from <br />the Sheriff's sale of lost and stolen property that has been unclaimed, the money <br />to be used for their equipment purchases. Jail <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded to receive and file the correspondence <br />from the North Dakota Association of Counties notifying the Board of the annual meeting <br />to be held at the Bismarck Holiday Inn on July 30 and 31, 1981. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mrs. Wold asked that the Board again discuss the problems of excessive heat temperatures <br />in the County jail. Mr. Hendrickson suggested a meeting before next Wednesday between <br />the three Commissioners who have the buildings and grounds portfolio along with former <br />County Commissioner, Oscar Sondrall, who was present. This committee will investigate <br />the problems to see what can be done, and they will report to the Board next Wednesday. <br /> <br />Vouchers approved Mrs. Stanton moved and Mrs. Wold seconded that Vouchers No. 15,226 through <br />No. 15,926 and Revenue Sharing Vouchers No. 251-253 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Larson, the meeting was adjourned. <br />
