<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />APRIL 7, 1981 (TUESDAY)
<br />
<br />Chairman Hendrickson called the meeting to order and upon roll call, all members
<br />were present.
<br />
<br />An Invocation was given by the Chairman.
<br />
<br />Mrs. Wold moved and Mr. Eckert seconded that the minutes of the previous meeting
<br />, be approved as written. Motion carried.
<br />
<br />A hearing was held on the Appl~cation for Abatement and Settlement of Taxes
<br />submitted by Mrs. Erma C. Peterson, who was present for the hearing. Upon the
<br />recommendation of the County Director of Tax Equalization and in conjunction with the
<br />recommendation of the City of Hunter, Mrs. Stanton moved and Mr. Larson seconded that the
<br />valuation be reduced by 10% for, the year 1980. On roll call vote, the motion carried
<br />unanimously.
<br />
<br />A hearing was scheduled on the Application for Abatement and Settlement of Taxes
<br />submitted by Wi11mar Zitzow, but the hearing was postponed at his request.
<br />
<br />A hearing was held on the Application for Abatement and Settlement of Taxes
<br />submitted by CENTRE, Inc. of Fargo, and Attorney Scott Boehm was present on their behalf.
<br />Also present was Fargo City Assessor, Floyd Buerkley, and the County Director of Tax
<br />Equalization Clarence Miller. Mr. Miller recommended to the Board that the Abatement
<br />be denied, as did the Fargo City Commission, for the reason that CENTRE, Inc. does not
<br />own the property for which they are requesting an exemption. Mrs. Wold moved that the
<br />Abatement for CENTRE, Inc. be denied. However, the motion failed for lack of a second.
<br />
<br />Mr. Larson moved and Mrs. Stanton seconded that the County States Attorney request
<br />an Attorney General's opinion on the Application for Abatement submitted by
<br />CENTRE, Inc. whereby they stated that they qualify for an exemption under Section 57-02-08,
<br />Subsection 8, of the North Dakota Century Code. On roll call vote, the motion carried
<br />unanimously.

<br />Mrs. Wold moved and Mr. Eckert seconded that the following Officer's Reports for
<br />March be received and filed: On roll call vote, the motion carried unanimously.

<br />Chairman Hendrickson called the meeting to order and upon roll call, all members
<br />were present.
<br />
<br />Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />The Board requested Mr. Alton Johnson, Superintendent of Buildings and Grounds,
<br />to ask that a representative of Johnson Controls and a representative of Twin City
<br />Construction appear before the Board next week to discuss ventilation problems in the
<br />County Jail.
<br />
<br />Upon the recommendation of the County Road Superintendent, Mrs. Wold moved and
<br />Mrs. Stanton seconded that the Chairman be authorized to sign the request for Federal funds
<br />for the proposed County Road 26 paving project, which can be withdrawn at any time if the
<br />County determines that they do not wish to proceed with the project. On roll call vote,
<br />the motion carried unanimously.
<br />
<br />Mr. Larson moved and Mrs. Stanton seconded that the Commission allocate $1,200.00
<br />for the purpose of constructing and installing a furnace at the County Shop that would burn
<br />waste oil to cut the cost of heating. On roll call vote, the motion carried unanimously.
<br />
<br />A letter was received from Attorney Mike Miller confirming an agreement made at the
<br />April 1st County Commission meeting to drop any possible legal action against Cass County
<br />for costs incurred by Held Beef Industries regarding removal of an approach leading to
<br />a county road. Mrs. Stanton moved and Mr. Eckert seconded that the letter be received
<br />and filed. On roll call vote, the motion carried unanimously.
