Hsng. <br />Auth. recommends <br />appt. of Bert <br />Thompson--no <br />action taken <br /> <br />..4 <br /> <br />The County Auditor reported that the former Director of the Cass County Housing <br />Authority did not wish to appear before the Board this morning. He did recommend <br />the appointment of Mr. Bert Thompson, as was recommended to the Board last week, <br />because the Department of Housing and Urban Development wishes to have a member on the <br />County Housing Authority Board who is a resident in one of the Housing Authority units. <br />Mrs. Wold moved that Mr. Bert Thompson be appointed to the Cass County Housing Authority <br />Board to replace Mr. Theodore Lee, who has resigned. The motion failed for lack of a second. <br /> <br />Discussion continued on the Board members' attendance at the Cass County Housing <br />Authority meetings. Mr. Larson felt that the Board should write another letter to those <br />Board members asking them to inform the County Commission in writing if they wish to remain <br />on that Board. No further action was taken. <br /> <br />Clerk of Court Ruth Hellem, Clerk of the District Court, reported on the duties and responsibilities <br />reported on dlifle of her office. <br /> <br />A-95 Review for <br />Migrant Workers <br />project <br /> <br />Vouchers apprva. <br /> <br />An A-95 Review Form was received from the Metropolitan Council of Governments <br />on an application for Federal funds submitted by the North Dakota Rural Development <br />Corporation of Grand Forks for a project titled Migrant and Seasonal Farmworker Research; <br />and Demonstration Education Grant. Mrs. Stanton moved and Mrs. Wold seconded that the <br />Commission grant an "Unfavorable Review" on the project. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that Vouchers No. 14,474 through No. 15,22S <br />and Revenue Sharing Vouchers No. 246 through No. 250 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />APRIL 15, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Disc. on Airport Mrs. Stanton moved and Mrs. Wold seconded that County Commissioners Eckert and <br />Auth. iHendrickson be appointed to represent the Cass County Commission on discussions <br />iregarding a regional airport authority. On roll call vote, the motion carried unanimously. <br />I <br /> <br />Veterans Tax <br />Exemption apprvd <br />for Ellen Preno- <br />sil <br /> <br />Upon the recommendation of John Meyer, Veterans Service Officer, Mrs. Stanton moved <br />iand Mrs. Wold seconded that the Board adopt a resolution granting a Veterans Tax Exemption <br />ito Ellen M. Prenosil of Fargo on her 1980 taxes in the amount of $411.11. On roll call <br />ivote, the motion carried unanimously. A copy of the resolution is on file in the office <br />IOf the County Auditor. ' <br /> <br />Gambling Permit i Mr. Larson moved and Mrs. Wold seconded that the Board approve the application <br />issued to Cass Co, for a gambling permit for the Cass County Deputies' Association to hold raffles <br />Deputies Assn. iat their Fishing Derby on May 2, 1981, at Brewer Lake, Erie, North Dakota. On roll call <br />!vote, the motion carried unanimously. <br /> <br />Disc. on new Representatives of the Northwestern Bell Telephone Company, Advanced Business <br />telephone system iTelep40nes, Sound, Inc. and Edling Electric gave proposals to the Board on a new <br />'I 'telephone system when the Courthouse Addition is completed. The Board took the information <br />under advisement. <br />-- i <br /> <br />Corres. from F~rgb Mrs. Stanton moved and Mr. Larson seconded that the Commission receive and file <br />Airport Auth. ,the letter from the Fargo Municipal Airport Authority whereby they requested the <br />recd & filed !County Commission to immediately take steps in accordance with Section 2-06 of the <br />iNozth Dakota Century Code to become an active participant in a Regional Airport Authority <br />!Iand'~to initiate a legally constituted tax on property in the County. On roll call vote, <br />,theinotion carried with four members voting "Aye", Mrs. Wold being absent at this time. <br />i <br />I <br />Corres. objecting! Mr. Eckert moved and Mrs. Stanton seconded to receive and file the Proclamation <br />Governor Aller, I from Governor Allen I. Olson declaring that a "disaster emergency" still exists in the <br />Olson re: dry [State of North Dakota due to the extreme drought conditions of 1980.
