I CAA representative Sue Bechtel appeared before the Board to explain two proposals on the A-95 Review explained 2 req.process in which the Southeastern North Dakota Community Action Agency is requesting a for Federal grant!Federal grant in the amount of $438,349.00 to install solar collectors on the homes of appls. on energy 'low income people in the region; and a grant in the amount of $17,408.00 to inform elderly conservation-- !people on energy resources. Commission votes ' "Unfavorable Review" Disc. on hiring welfare fraud investigator-- $3,000 set aside for a 90-day program Gambling Permit renewed for MS Society at Watering Hole Mrs. Stanton moved and Mrs. Wold seconded that the County Commission grant an ! "Unfavorable Review" on these two A-95 Review Forms from the Metropolitan Council iof Governments inVOlving grant requests by the Community Action Agency because the iCounty,Commission feels it involves far too much money and because there are local sources !,"and means for dispersing information on energy conservation. ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS MARCH 18, 1981 Vice Chairman Wold called the meeting to order and upon roll call, four members present with Mr. Hendrickson being absent. Mr. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting !be approved as written. Motion carried. i I I Discussion continued from last Wednesday on hiring a welfare fraud investigator. [Tom Jensen, County Social Services Director, felt that there are instances in which ithey could use such an investigator if the Board sees fit to hire one. He suggested !maybe a special person would be more beneficial to the States Attorney's office ito get a situation through the Courts. I ! i that Mr. Larson moved and Mrs. Stanton seconded that the Commission appropriate $3,000.00 on a 90-day program and work with the States Attorney, the Sheriff and Tom Jensen; the money to be paid from the County Contingency Fund. Sheriff Rudnick stated that he can rearrange his deputies' schedules so that an investigator can be assigned to the States Attorney's Office for the purpose of investigating welfare fra,ud. At the call of the question, the motion carried on roll call vote with all members present voting "Aye". Mr. Larson moved and Mrs. Stanton seconded that' the' Commission approve the Application for a Gambling Permit for the Northland Chapter-National Multiple Sclerosis Society for the period beginning April 1, 1981, through June 30, 1981, at The Watering Hole in Wild Rice, North Dakota. On roll call vote, the motion carried unanimously. Out of state Mrs. Stanton moved and Mr. Larson seconded that County Court Judge Donald Cooke travel auth. for :be authorized out of state travel to attend a school on Law of Evidence in Florida Co. Court Judge during the week of March 21-28, 1981. On roll call vote, the motion carried unanimously. Annual Report of Historical Soc. , Mrs. Stanton moved and Mr. Larson seconded that the Board receive and file the :Annual Report of the Cass County Historical Society and commend Mr. Ken McIntyre again : for the tremendous work he does at Bonanzaville. Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting approved as written. Motion carried. i be I Rd. Supt. reported Steve Grindberg, County Road Superintendent, reported on a problem of culverts on problem of along County roads being filled with blow dirt due to the dry weather condition. dirt in the Co. He stated that the Road Department has cleaned some County road ditches in the past, road ditches but he does not feel this is fair because many landowners clean the ditches along their property themselves. The Board discussed the possibility of assessing the owner for the cost of the County cleaning ditches. The Auditor will discuss the matter with the States Attorney, and it will be discussed again next week.
