<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />_...;-~==,,-,'~~'-':_._~-~~~~:~!~~.lI_~?~'~:t~~?_~~_Lt~i.i~_-===;-_. <br /> <br />. -----:...- -.------.-.-.,.....-......---- .--...-.........-...- ---- -- <br /> <br />Correspondence was received from the State Highway Department informing counties <br />that they may be in danger of losing Federal funds if there are right of way encroachments <br />on County Federal Aid highways. The Board suggested that a notice be published in <br />The Forum and the Cass County Reporter informing landowners that it is illegal to encroach <br />upon County Federal Aid project right of way, and Cass County will be enforcing this <br />regulation. <br /> <br />The States Attorney reported on the duties and responsibilities of her office. <br /> <br />Gordon Sletmoe, Disaster Emergency Services Director, requested the Commissioners <br />to each write letters to North Dakota's congressmen in Washington urging them to request <br />the Federal Emergency Management Agency to set the percentage of recovery damages that <br />counties and townships might incur in a flood or tornado back to 100% Federal reimbursement <br />rather than 75%. The Commission will consider the request and discuss it again next <br />Wednesday. <br /> <br />Mr. Larson moved and Mrs. Wold seconded that a gambling permit be issued to the <br />Hickson Men's Softball Team for a raffle and pulltabs on March 23, 1981, at the <br />Knickerbocker Liquor Locker in Hickson. On roll call vote, the motion carried unanimously. <br /> <br />The Auditor read a letter from Tom Jensen, County Social Services Director, <br />encouraging the Commissioners to contact Senate committee members to support two pr?posed <br />House Bills which would affect County Social Services. <br /> <br />Committee Reports were given. <br /> <br />Members of the County Commission attended a meeting of the Red River Valley Fair <br />Association on February 25th and requested a change in the by-laws to include one County <br />Commissioner on their Executive Board. The matter will be brought up in November at the <br />annual meeting of the Red River Valley Fair Association. <br /> <br />Mrs. Wold moved and Mr. Larson seconded that Vouchers No. 13749 through No. 14473 <br />and Revenue Sharing Vouchers No. 239 through No. 245 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mrs. Stanton and seconded by Mrs. Wold, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MARCH 11, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Wold moved and Mr. Larson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Upon the request of Bernie Reynolds, County Planner, Mrs. Wold moved and <br />Mrs. Stanton seconded that the Chairman be authorized to sign the Plat of First Assembly <br />Subdivision in the NE~ of Section 26, Barnes Township. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Reynolds brought up discussion on the possibility of Sanitarian Richard Brumfield <br />functioning as a County employee again rather than a Fargo City employee under the <br />Fargo Health and Sanitation Department. He felt that Mr. Brumfield could fit into the <br />County system under the Planning Department, and he outlined several other areas where <br />Mr. Brumfield could administer and enforce regulations such as subdivisions, zoning, <br />flood plain and possibly building codes. The County would continue to contract the <br />remaining health services through the Fargo Community Health Department. Mrs. Stanton <br />will be meeting with Fargo City Commissioner, Gib Bromenschenkel, and City Sanitarian <br />Goodwin Hoff to discuss the matter. <br /> <br />Bonnie Johnson, Regional Child'Support Enforcement Director, reported on the <br />duties and responsibilities of her department. Discussion was held on the possibility <br />of hiring a welfare fraud investigator. Mrs. Johnson felt that an investigator could <br />more than pay the salary for such a position because of the large number of cases <br />she believes should be investigated.
