<br />Mrs. Wold moved and Mrs. Stanton seconded that Morris Frosaker be appointed to the
<br />County Housing Authority to replace Theodore Lee. Mr. Eckert stated that he would
<br />to delay this another week, and the motion and second were withdrawn.
<br />
<br />Mr. Gayle Syverson from the North Dakota State Auditor's Office explained their
<br />1979-1980 audit of Cass County's books, and he furnished a copy to each Commissioner.
<br />He commended the County Auditor, County Treasurer and all County Departments and employees.
<br />Mrs. Wold moved and Mrs. Stanton seconded that the County Commission appreciates and
<br />commends the County officials for the excellent manner in which this county operates.
<br />On 1'"011 call vote, the motion carried with four members voting "Aye"; Mr. Larson
<br />:'heing 'absent.
<br />
<br />Deanna Kensrud, Register of Deeds, reported on the duties and responsibilities
<br />of her Department.
<br />
<br />Chairman Hendrickson appointed the following people to a committee for the purpose
<br />of evaluating County salaries: County Judge Donald Cooke, to act as Chairman;
<br />County Auditor Duane Hoehn; Commissioner Don Eckert; and County employees--Glenn Elingsburg,
<br />Audrey Borgerson and Alvin Johnson. The Commissioners suggested that'a time limit
<br />be placed on the committee in order for the Board to have the information by budget time.
<br />,Mrs. Wold suggested the end of April.
<br />
<br />On motion by Mrs. Wold and seconded by Mrs. Stanton, the meeting was adjourned_

<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />Chairman Hendrickson called the'meeting to order and all members were present.
<br />
<br />An Invocation was given by Mr. Hendrickson.
<br />
<br />Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />Upon the request of the County Road Superintendent, Mrs. Wold moved and Mr. Larson
<br />seconded that the Sign Foreman for the County Road Department be authorized to attend
<br />the Governor's Safety Seminar in Bismarck on February 10-12, 1981. On roll call vote,
<br />the motion carried unanimously.

<br />Discussion was held on the bids received January 21st for a 4-wheel drive vehicle
<br />for the County Road Department. Mr. Larson moved that the County Commission re-write
<br />the specifications and re-advertise for bids. However, the motion failed for lack
<br />of a second.
<br />
<br />Mrs. Wold moved and Mrs. Stanton seconded that the Board accept the low bid of
<br />Overvold Motors, Inc. in the amount of $10,011. 99 for a 4-wheel drive vehicle.
<br />Mr. Eckert stated that he contacted several other dealers and obtained some lower prices
<br />than the lowest bid, but Mrs. Stanton asked why they did not submit a bid. She stated
<br />that the bidding procedure is a legal process. At the call of the question, the motion
<br />to award the bid to Overvold Motors, Inc. carried on roll call vote with Mr. Larson
<br />and Mr. Eckert opposing.
<br />
<br />In the future, the Road Superintendent suggested that the Commission assist with
<br />the task of writing specifications for new equipment.
<br />
<br />Regarding a drainage problem along County Road 81 in the City of Grandin,
<br />Mr. Grindberg stated that there is a problem with a centerline culvert on the County road.
<br />He informed the residents there that a survey will be made on it this summer.
<br />
<br />Mr. Eckert moved and Mr. Larsonreconded that the County correct any hazardous
<br />road situations such as escape approaches at dead ends in the County in the coming year,
<br />and to correct the railroad crossing on County Road 3 one-half mile south of County Road 10.
<br />On roll call vote, the motion carried unanimously.
