He stated that a letter is being sent to the other cities
in the County to determine which ones would be interested in having this service available
to them.' Mr. Larson moved and Mr. Eckert seconded that the County Commission send a letter
of-support to the Northwestern Bell Telephone Company expressing an interest in this
~rnergency system. On roll call vote, the motion carried unanimously.

Mr. Larson stated that he did some checking on the Courthouse heating system
and talked to a representative from the Northern States Power Company. The Courthouse
; is presently being heated by fuel oil, but Mr. Larson felt that the County could save
money by changing to interruptible natural gas service. Mr. Larson moved and
Mrs. Stanton seconded that a representative from NSP be requested to appear before
the Board next Wednesday to give an assessment of the present heating system
and make a proposal to the Board on natural gas service. On roll call vote,
the motion carried unanimously.

On motion by Mr. Eckert and seconded by Mrs. Stanton, the meeting was adjourned.

ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS

JANUARY 21, 1981

Chairman Hendrickson called the meeting to order and upon roll call, all members
were present.

Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meeting
be approved as written. Motion carried.

Steve Grindberg, County Road Superintendent, reported that there were 202 projects
under the 1979 flood program which will ~e 100% reimbursed by the Federal Government.
He reported that the State will be auditing the project, and then the Federal Government
will audit it before paying the final 25% reimbursement.

Upon the request of the County Road Superintendent, Mr. Larson moved and Mrs. Wold
seconded that the Board rescind the motion of August 2, 1978, relating to a residency
'requirement for County Road Department employees; and that Mr. Grindberg be allowed to hire
whoever he wishes. On roll call vote, the motion carried unanimously.

The Auditor read a letter from the Riverside City Council regarding the County's
recent action turning over a portion of road to the City of Riverside. They stated that
it would be impossible for them to maintain this road within their city limits.
The County Road Superintendent stated that he would be willing to maintain it for them
and charge them an hourly rate if they would be agreeable to that. Mrs. Wold moved and
Mr. Larson seconded that the letter from the City of Riverside be received, filed
and referred to the Road Superintendent for his reply. On roll call vote" the motion
carried unanimously.

Mr. Duane Cornell from the Northern States Power Company appeared before the Board
to discuss the possibility of the County going to interruptible natural gas service
rather than total fuel oil for heating. If the County were to reactivate the gas lines,
they would need to pour a 3' square concrete slab anchored to the Courthouse for the
gas meter, and a small amount of pipe work would need to be done. He stated that the
County would be heating with natural gas about 80% of the time, based on degree days.
Mr. Larson moved and Mrs. Stanton seconded that the heating system be switched to
interruptible natural gas service on the Courthouse building and the Juvenile Detention
Center building, as soon as the contract can be completed.
